Position Summary
Construction/Conveyance Maintenance Utility Worker. This position operates, maintain, construct, repair, and/or inspect sanitary sewer and storm sewer conveyance infrastructure and associated system components including pipelines, manholes, catch basins, outfalls and culverts. transporting contaminated soil and raw sewage for proper disposal; repairing asphalt and concrete; hazardous spill response; following all safety policies and procedures; and responding to emergencies. Utility Worker II's may provide lead direction to Utility Worker I's but do not exercise supervision over any positions. Utility Worker II's are supervised by the Wastewater Services Supervisor.
Essential Job Functions
ESSENTIAL JOB FUNCTIONS:
  • Maintain sanitary and storm sewer conveyance infrastructure including pipelines, manholes, catch basins, siphons, culverts, and outfalls using specialized sewer cleaning equipment.
  • Construct, repair, and rehabilitate sanitary and storm sewer pipelines, manholes, and catch basins, using traditional and trenchless construction techniques; read and work from maps and construction plans; perform pipe laying and repairs involving excavations.
  • Perform preventive maintenance inspections of sanitary and storm conveyance infrastructure; use smoke, air, or dye testing equipment to test for infiltration and inflow; inspect pipelines with computer-based TV inspection equipment and document pipeline condition.
  • Maintain storm water quality facilities by removing sediment, mowing, spraying, seeding, pruning, and/or planting.
  • Controlling traffic, including signing, placing cones, and flagging in and around the job site location.
  • Working closely with coworkers as part of a team.
  • Entering confined spaces, including manholes when performing routine maintenance duties.
  • Responds to emergencies involving collection systems, streets, and park maintenance.
  • Carries an after-hours pager on a rotating basis.

GENERAL JOB FUNCTIONS:
  • Establish and maintain effective working relationships with staff, other agencies, and the public.
  • Perform other duties as assigned within the scope of the classification.
  • Participate in committees when requested.
  • Maintain proficiency in job requirements which may include attending training and meetings, reading materials, and meeting with others in areas of responsibility, which may require travel.
  • Maintain work areas in a clean and orderly manner.
  • Maintain confidentiality, data integrity, and comply with all related city, state, and federal standards related to confidentiality.

Qualifications
REQUIRED QUALIFICATIONS:
Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described. A typical way to qualify would be high school plus up to one-year post-high school training and at least 6 months of related experience. This position also requires:
Knowledge of:
  • Basic equipment maintenance and repair.
  • Computer applications used in assigned area.
  • Potential hazards and appropriate safety precautions required to perform assigned duties.
  • Traffic control requirements.
  • Federal, State, and City laws, ordinances and regulations related to program area.

Skill and Ability to:
  • Evaluate potential problems in tasks and take appropriate action to solve problems.
  • Safely operate light, medium, and heavy equipment.
  • Read blueprints, maps, and other specifications required to complete public works tasks.
  • Work in confined spaces.
  • Read and follow instructions on container labels.
  • Exemplify traits that reflect the City's culture, including integrity, customer service orientation, cultural competency, trustworthiness, flexibility, and a willingness to change.

SPECIAL REQUIREMENTS OR LICENSES:
  • Oregon Wastewater Collection System Grade I or Higher. (or must obtain Grade I within one year orientation period)
  • Oregon Commercial Driver's License (CDL) Class A with manual transmission tanker and air brake endorsements (or must obtain within six months from the date of hire.) In addition, must meet ongoing CDL requirements including random drug/alcohol testing, medical examiners certification, and acceptable driving record.
  • Certified flagger and will have completed a public agency work site traffic control course (or must obtain within the one-year orientation period.)
  • Must complete confined space entry safety training within six months of date of hire.
  • Must complete excavating / safety competent person training within one year of date of hire.
  • Must complete HAZMAT training within one year of date of hire.
  • Must obtain CPR/First Aid Certificate

Supplemental Information
WORKING CONDITIONS:
The position requires regular (60-80%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects. Frequent (51-80% of the time) use of office equipment. The position requires continuous (80+%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work require continuous speed, agility, hand eye coordination and equipment operation. The work environment has constant hazards or obstacles (80+%). There may be a high personal risk or hazard. Job conditions are constantly uncomfortable, with consistent (80+%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc. Position may require regular responsibility for driving.
SUPERVISORY RESPONSIBILITIES:
Supervision of others is not a typical function assigned to this position. May provide training and orientation to newly assigned personnel and may assign work to student workers.
SUPERVISION RECEIVED:
Works under the general direction of the Wastewater Services Conveyance Supervisor.
