Summary
The City of Bend Utility Department is actively recruiting (1) full-time Collection System Utility Worker II. This opportunity is a represented, FLSA non-exempt (overtime eligible) position.

This position performs, monitors, and oversees tasks involved with servicing, operating, repairing and maintaining the City's wastewater collection and storm water systems. This position also performs the inspection and technical evaluation of wastewater collection, and storm water infrastructure, and provides evaluation, documentation, and data gathering services such as flow monitoring, smoke testing, and inflow and infiltration analysis.
The Collection System Utility Worker II class is distinguished from the entry level in that it performs routine-to-complex skilled and semi-skilled duties in the area of wastewater and storm water Collection Systems in addition to other duties as required to support continual operation and maintenance of the Collection System. The position provides guidance, training and instruction to less experienced staff. (Intermediate level position).
Functions, Duties and Responsibilities
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
Performs activities on water, wastewater, and storm water utility infrastructure including; lift station operation, troubleshooting and maintenance on pumps, and pressure lines. Other activities include; data collection and asset condition, closed circuit TV inspections and condition assessment, smoke testing, flow monitoring, root control, and drillhole inspection. May also perform underground utility locates, as well as combination cleaner operations.
Provides guidance and/or instruction to less experienced staff in the utilization of equipment associated with the performance of all activities including TV cameras, smoke machines, vactors, and trucks, related to tasks such as TV inspections, sewer and storm water pipe rodding, smoke testing, and other tasks as required to safely and successfully complete assigned projects. Coordinates with other Public Works or Utility sections and provides data and information as needed for successful completion of work or projects.
Assists in the installation and repair of storm water utilities and other related facilities.
Cleans catch basins and storm water outfalls as required.
Performs preventative maintenance and minor repair activities to applicable vehicles and equipment utilized in day-to-day activities.
Prepares and maintains a variety of records and logs regarding daily activities.
Performs traffic control during infrastructure maintenance and repair activities.
Performs maintenance and repair on City's wastewater collection and stormwater system, including piping, catch basins, storm water biofilters, lift stations, and water quality equipment.
Operates wastewater and storm water lift stations. Performs troubleshooting and minor maintenance activities.
Performs Industrial Pretreatment (IPP) sampling, flow monitoring, odor control monitoring, and may perform other programs as directed.
Reads, interprets, and follows construction drawings and specifications as necessary to properly perform all assigned tasks.
Performs research and initiates the purchase of equipment, supplies and tools necessary to maintain an effective operation.
Coordinates with other Public Works or Utility sections and provides data and information as needed for successful completion of work or projects.
Monitors and inspects completed work for compliance with applicable federal, state, and local laws, ordinances, standards, and regulations.
Provides guidance and/or instruction to less experienced staff tasked with the monitoring and evaluating the installation of new construction utility infrastructure, and operation and maintenance of the collection and storm water system.
Performs other related duties as directed such as maintaining project schedules for staff and internal customers, maintaining and monitoring material and supply inventories, ensuring regulatory compliance with EPA and COB Standards & Specs, purchasing equipment, materials and supplies, and providing both internal and external customer service related to the Utility Division.
Complies with safety requirements of the position and actively promotes safe work practices.
Responds to system maintenance and or service calls outside scheduled work hours while on call or in the event of an emergency.
In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.
Performs other duties as required.
Knowledge, Skills and Qualifications
Knowledge of:
  • Wastewater collection design principles and practices including lift station operation and maintenance:
  • Storm water design principles and practices including lift station operation and maintenance.
  • Pipeline Assessment Certification Program (PACP) sewer grading system;
  • Storm water and wastewater Collection System components;
  • Customer service and public relations principles;
  • Repair and maintenance of associated equipment
  • Tools and equipment of the trade;
  • Applicable local, state and federal laws, rules, and regulations, and COB Standards and Specifications
  • Applicable mechanical systems;
  • Mathematical principles;
  • Underground utility systems;

Education, Experience, Certifications and Licenses Required:
  • High school diploma, GED or other equivalent level of education
  • PACP certification
  • At least 5 years of full-time work experience in a Storm water and/or wastewater Utility Worker role including 3 years utilizing CCTV and other related equipment; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing Requirements:
  • Must possess and have the ability to maintain a valid Oregon Class A commercial driver's license with tanker endorsement within six months of appointment
  • Oregon Wastewater Collections Level 2 certification,
  • Oregon Flagger Certification
