GENERAL POSITION SUMMARY:
The Utility Worker performs a variety of work in the operation, maintenance, and repair of the water and sewer systems. The Utility Worker responds to public inquiries and service requests as needed. This position is a key part of a team that is responsible for over 60 water systems, the majority of which are rural.

Administrative Tasks:
- Maintain accurate records and logs of work performed including service orders, and accounting for time and materials used on various jobs and report on daily basis.
- Compile records and reports in accordance with State and Federal rules and regulations.
- Comply with all Hiland Water policies, procedures and safety regulations. Participate in specialized training for the safe handling of hazardous materials and confined space entry.
- Comply with Hiland Water grooming and uniform policy.
- Assist in orienting or training new personel; makes recommendations on improvements to job procedures.
- Provide effective communication, in written and verbal form, with management and/or other operators on the technical level required of this position.
- Participate in weekly team meetings and performance based discussions with manager.
Field Tasks:
- Basic knowledge of all State and Federal rules and regulations pertaining to the operation and maintenance of a water/wastewater facility.
- Lead semi-skilled tasks with a crew such as mainline leak repair, flushing, new service installs, water/wastewater treatment facilitiy inspections and diagnosing issues, etc.
- Locate, identify and mark distribution system facilties, including valves, fire hydrants and blow-offs
- Perform ground excavation work; mix, rake and spreads asphalt, and patch and/or repair excavations.
- Locate and identify leaks, assuming a lead role when crews are necessary in the success of basic repairs
- Perform repair and maintenance on all water and wastewater facilities, including structures and grounds.
- Analyze and conduct mathematical calculations, at a basic level, following laboratory procedures to make adjustments in the treatment of a water/wastewater facility.
- Ability to work on a team, and independently without supervision.
- Operate service trucks; routinely inspect and perform minor maintenance on assigned vehicles. Assist with transporting vehicles to repair shops.
- Operate, at a basic level, all types of equipment used in a water/wastewater field including, but not limited to, backhoes, dump trucks, forklifts, loaders, mini excavator, vac trailer and tractors.
- Participate in organizational management of warehouse
- Basic understanding of all aspects of utility construction including, but not limited to, excavation, shoring, laying and testing of water and wastewater lines.
TOOLS AND EQUIPMENT USED:
- Variety of hand tools, hand-held power equipment, light and medium duty vehicles and equipment.
- Computer and general office equipment and utility software programs.
WORKING CONDITIONS AND ENVIRONMENT
- The environmental conditions and characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
- The working environment will vary from extreme outdoor conditions to indoor job duties. This position regularly works outside year-round in all weather conditions.
- Safety procedures must always be followed, as worker will continually be exposed to hazardous materials, confined space, electrical components and heavy equipment.
- The noise level in the field environment is usually moderate, except when operating hand-held power equipment.
- Worker must be in good physical condition to perform essential job functions.
