Job Description
The City of Raleigh Public Utilities Department, now also known as Raleigh Water, provides water and sanitary sewer services to about 198,000 metered customers and a service population of about 600,000 people in Raleigh, Garner, Wake Forest, Rolesville, Knightdale, Wendell, and Zebulon areas. Our mission is to provide safe, sustainable water services for our customers while protecting public health and contributing to the economic, environmental, and social vitality of our communities.
Our Water Distribution division is looking for a Utility Specialist to join our Valve team. Utility Specialist are devoted to providing repair, maintenance, and equipment operation for the City's distribution system by performing skilled activities in support of maintaining, replacing, and repairing water assets (i.e., services, mains, and fire hydrants, etc.).
Qualifying Utilities Technicians are eligible for training certifications that provide for stipends of an additional 12.5% to base pay. The city will provide education to learn Water Operator standards and earn certifications.
City will provide CDL training and license reimbursement upon passing the CDL exam.
Utilities Technicians work a rotating after hours call. Pay for being on call (standby) is 8 hours at regular pay. If called back into work, employee is paid at the overtime rate as indicated by policy.
Parking is free.
Duties and Responsibilities
  • Perform technical duties in the Water Distribution system including utility locating, valve maintenance, and hydrant maintenance.
  • Assist in the training of new and existing staff.
  • Act as a lead on projects within the program
  • Collect, prepare, and enter system data; create work orders; log work activities; update maps; enter account data; compile and prepare reports; maintain records, files, and work-related documentation.

Typical Qualifications
Education and Experience
High School Diploma or GED and four years of maintenance experience or experience related to the fields listed below as shown:
  • Construction: grading, storm drain, site work, builder, plumber, any utility construction (including fiber installation), road construction
  • Landscaping: installer, maintenance, irrigation
  • Mechanic: heavy equipment, HVAC, hydraulic systems
  • Farming: manual labor, equipment operating
  • Moving Company: labor, truck driver
  • General Municipal Worker: utility inspector
  • Tech School Student: mechanical
  • Firefighter: full or part-time
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Licensing/Certifications
  • Valid North Carolina Class C Driver's License with a satisfactory driving record or the ability to obtain within 60 days of hire
  • Class A CDL required or the ability to obtain within 60 days of hire
