Job Description
Is responsible for the day-to-day operations of the Department of Public Safety's Uniformed Patrol Division, consisting of sworn and non-sworn personnel. In the absence of the Director of Public Safety acts on their behalf. Enforces all applicable laws, rules and regulations of the County, State, Federal and affiliated institutions.
Responsibilities:
25% Responsible for the supervision, counseling and evaluation of all uniformed patrol operations division personnel. Directly responsible for the supervision and administration of the Department's recruitment selection and promotion process. Ensure that said processes are in accordance with M.U.S.C. human resources policy and conforms to current laws and regulations.
20% Writes, reviews and implements all departmental policies and procedures, as well as operations plans insuring compliance with all local, State and Federal laws and international and state accreditation standards and accepted law enforcement practices. Review and investigates all Use of Force Incidents, implementing remedial training and disciplinary action when necessary. Performs Annual Analysis of all Use of Force Incidents which is submitted thru the Director of the Department of Justice. Coordinates and conducts the investigation of citizen complaints made against department personnel. Stays up to date and informed of the Jeannie Cleary Campus Security Act.
15% Ensures that the EPMS process is completed fairly and accordance with State and University requirements.
15% Conducts a monthly, quarterly, and annual Crime Analysis attempting to identify any patters or trends occurring within the department's jurisdiction. Uses the analyzed information in the plaining and deployment of resources and personnel throughout the year. Prepares an Annual Crime Analysis and Review Report which is forwarded to the South Carolina Law Enforcment Division and the FBI.
15% Responsible for any and all disciplinary actions taken within Department, Reviews coordinates and prepares the paperwork in all but those actions requiring suspension or termination, in concurrence with the Department Director, administers discipline throughout, Responsible coordinating all grievances filed against the department, conducts and prepares an annual analysis and review of Grievances filed against the department.
MUSC Minimum Training and Experience Requirements:
A bachelor's degree and five year's experience supervising law enforcement personnel at a public law enforcement agency, including two years of supervisory experience at the lieutenant of higher rank. Certification by the Department of Public Safety, in accordance with Section 23-6-430 of the 1976 South Carolina Code of Laws.
MUSC Physical Requirements:
(Note: The following descriptions are applicable to this section: Continuous - 6-8 hours per shift; Frequent - 2-6 hours per shift; Infrequent - 0-2 hours per shift)
Ability to stand/walk for extended periods of time. (Continuous)
Ability to lift materials up to 50 lbs. (Infrequent)
Ability to lift, drag, pull persons to safety, weighing up to 300 lbs., assisted. (Infrequent)
Ability to hear and recognize various alarms, verbal summons and other sounds within noisy background areas. (Continuous)
Ability to maintain 20/40 vision in both eyes, corrected. (Continuous)
Ability to climb stairs to the top floor of any building within the institutions. (Infrequent)
Olfactory sense must be intact in order to smell unusual odors. (Continuous)
Ability to carry heavy objects, i.e. persons, a distance of 15 to 20 feet in emergency situations. (Infrequent)
Ability to engage in physical confrontations with suspected offenders. (Infrequent)
Ability to run for extended distances. (Infrequent)
Ability to sit/drive a patrol vehicle for extended periods. (Continuous)
Ability to ride a bicycle for extended periods. (Continuous)
Ability to kneel. (Infrequent)
Ability to bend. (Frequent)
Ability to climb ladders. (Infrequent)
Ability to work are heights at maximum height of buildings within institution boundaries. (Frequent)
