Interfaces with financial institution officers on such matter as long-term bonding, cash management, and investment of Town funds. Oversees the issuance and collection of property and excise tax bills.

POSITION DESCRIPTION

SUMMARY:
Appointed by the Select Board and under the direction of the Finance Director, this position is responsible for the management of the Treasurer/Collector’s Office and its assigned personnel.
Authorizes the issuance of checks, wire transfers, direct deposits, and other forms of electronic payments for the town’s payroll, accounts payable, and retirement payments. Interfaces with financial institution officers on such matters as long-term bonding, cash management, and investment of town funds. Oversees the issuance and collection of property and excise tax bills.
DUTIES AND RESPONSIBILITIES:
1. Establishes procedures for the Treasurer/Collector’s Office; directs the Assistant
Treasurer/Collector and the Senior Clerk in the performance of their duties. Responsible for hiring recommendations, training, evaluating, and management of the employees in these positions.
2. Manages the distribution and collection of real estate and personal property (quarterly), motor vehicle excise, and boat excise taxes; responsible for the collection and deposit of Town department receipts for services.
3. Administers public collection activities, including demand billing, warranting, tax titles, and liens; files tax taking liens at the Registry of Deeds and placing or releasing tax titles on properties.
4. Oversees the Town’s cash management policies and procedures; monitors cash levels for all town accounts.
5. Makes interest and principal payments on long-term debt; signs bonds, notes and other papers of credit for the Town.
6. Supervises the preparation and disbursements of payments for payroll, accounts payable, payroll taxes, employee benefits; maintains related records and bank accounts; ensures timely depositing and filing of all payroll-related taxes with federal and state governments.
7. Supervises staff in responding to customer questions regarding billing or payment issues and directly participates in resolving more complex or difficult customer service issues.
8. Invest town funds and maintains custody of securities for trust funds and escrow accounts.
9. Monitors and oversees the preparation of various financial and accounting reports related to revenues and collection; reconciles all records with the Town Accountant and banking statement.
10. Implements, monitors, and updates procedures and practices related to the tax collection software system; resolves any issues related to the system as they arise.
11. Coordinates and monitors other programs, including the Senior Tax Work Off and Citizens’
Scholarship programs.
12. Performs other related duties of a similar nature and complexity as directed.
PREFERRED BACKGROUND:
Minimum of a Bachelor’s degree with five to eight years of experience in banking, financial analysis, accounting, or other equivalent training and experience. Must have the ability to be bonded. Municipal finance experience and certification by the Massachusetts Municipal Treasurer’s and Collector’s
Association preferred.
