Transit Services Supervisor - Compliance and Safety

In this position, you will oversee Transit Compliance and Safety to ensure the smooth delivery of Transit Services, including auditing internal and external Transit programs and meeting governmental reporting requirements. In this role, you will also oversee the transit customer service team.
This special at-will position is funded by a Federal Transit Administration (FTA) grant received by Transit annually.

• Lead, supervise, and manage the Transit Compliance, Safety, and Customer Service team.
• Manage safety and compliance in collaboration with City Auditor, Risk Management, and Attorney's Office; create, review, and ensure compliance with policies and procedures; stay up to date with the latest trends.
• Forecast and develop the workgroup's budget; monitor expenditures; implement adjustments; and follow established processes for purchasing and contracting for goods and services needed to accomplish the division's goals, including developing contract specifications, managing projects, and overseeing contracts to ensure compliance with agreed terms.
• Enhance and administer the Transit agency's Safety Management System (SMS), and serve as the agency's Safety Officer.
• Lead the investigation of safety events to determine causal and contributing factors
• Coordinate with the other City safety teams such as the Police Department and the Office of Emergency Management.
• Direct and oversee customer service functions to provide real-time information to customers; log, and research customer complaints; sell tickets to walk-in customers and bulk purchasers, and other customer-support activities.
• Ensure coordination and communication with other transit teams and outside contractors.
• Lead and coordinate internal and external audits and reviews.
• Fulfill all responsibilities as the transit agency's Safety Officer as defined by the FTA, including but not limited to managing and updating the Safety Plan, reporting to the FTA on safety incidents, and leading the regular Safety Meetings with the Transit Union that are open to the public.
• Responsible for the division's Civil Rights program and other programs such as Drug and Alcohol to ensure compliance.
• Monitor team workflow; review and evaluate procedures and work product, and meet with reporting staff to identify and resolve operational or procedural problems.
• Ensure all activities are carried out in compliance with federal, state, and local laws and regulations; set policies and procedures to ensure activities are carried out by sound practices and with proper internal controls
• Monitor complaints; diagnose, investigate, and resolve issues promptly
  Responsible for the successful development, implementation, and management of projects and programs.
• Research, conduct studies, provide recommendations for improvements; and participate in developing division goals, priorities, and policies
• Select, train, direct, motivate, and evaluate assigned staff; provide and/or coordinate staff training; and work with employees to correct deficiencies
• Provide training to those outside the direct reporting relationship; provide technical assistance.
• Responsible for transit fare management and fare media analysis

We are looking for candidates who demonstrate:
Knowledge of:

• Transit operations, funding, planning, and rules and regulations
• Pertinent federal, state, and local laws, codes, and regulation
• Principles and practices of various transit systems

Ability to:

• Stay current with industry trends, regulations, and best practices
• Prioritize, organize, and manage multiple projects
• Communicate clearly and concisely, orally and in writing
• Establish and maintain effective working relationships
• Understand, interpret, and enforce rules, regulations and contract provisions for compliance
• Provide excellent supervisory skills needed to manage and direct operational services

• Bachelor's degree from an accredited college or university with major coursework in a related area of study
• Five years of full-time, professional experience in transit, auditing compliance, safety, or a related field.
• Three years as an administrator and/or supervisory experience

One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.

• Experience with project management
• Knowledge of transit operations, funding, planning, and rules and regulations
• Experience working as a Safety Officer, or in a similar safety role.
• Experience working in audit, compliance, or a similar role.
