TPWD MISSION
To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

PHYSICAL WORK ADDRESS: TPWD Lake Arrowhead State Parks, 229 Park Rd 63, Wichita Falls, TX 76310
GENERAL DESCRIPTION:
Under the supervision of the Assistant Park Superintendent and Park Superintendent, this position performs complex (journey-level) maintenance and construction supervisory work including specialty level maintenance, leadership, and administrative duties of Lake Arrowhead State Park. Duties include but are not limited to: purchasing using procurement card, purchase order, requisition and bid solicitation; project and daily tasks organization, management, tracking and quality control; staff supervision and leadership; cultural and natural resource management; advanced electrical work, plumbing work, historic facility maintenance, repair and preservation. Responsible for the repairs and maintenance of large equipment and vehicles. Provides technical assistance to Texas Department of Criminal Justice (TDCJ) workforces when present in the park. Participates in the agency safety program. Assists in the daily operation and maintenance of the park's water systems per Texas Commission on Environmental Quality (TCEQ) and Texas Parks & Wildlife rules and regulations. Additional duties may include but are not limited to general facility maintenance, landscaping, custodial duties, report preparation and submittal, staff training, customer service and interpretive programs. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Preforms additional duties as assigned. Complies with all Agency, Division and Branch rules, regulation and procedures.
Qualifications:
MINIMUM QUALIFICATIONS
Education:
Graduation from High School or GED.
Experience:
Three years experience in facility, grounds or equipment maintenance.
Two years experience as a supervisor or team leader, which may include oversight of paid staff, volunteers or alternate workforces.
NOTE: Experience may have occurred concurrently.
Licensure:
Must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license.
Must possess or be able to obtain within three months of employment, a Non-Commercial Political
Pesticide Applicators license issued by the Texas Department of Agriculture (TDA).
Must possess or be able to obtain, within one year of employment, a class "D" Water and Wastewater license issued by the Texas Commission on Environmental Quality (TCEQ).
NOTE: Retention of position contingent upon obtaining and maintaining required licenses and compliance with the Texas Commission on Environmental Quality's (TCEQ) Criminal Conviction Guidelines.
PREFERRED QUALIFICATIONS
Experience:
Five years general maintenance experience in repairing buildings, equipment, plumbing or electrical systems.
Five years experience in grounds maintenance to include the operation of lawn mowers, tractors, trucks and power or hand tools.
Three years experience working with the public.
One year experience in administrative duties to include purchasing, developing/maintaining files and supervision.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of minor construction and repair projects to facilities using skills such as plumbing, electrical, welding and carpentry;
Knowledge of ground maintenance and turf grass management techniques;
Knowledge of resource management principles;
Knowledge of revenue collection;
Knowledge of basic utility plant operations;
Knowledge of general work site safety;
Knowledge of plumbing and heating systems;
Knowledge of electrical systems;
Knowledge of sanitation practices;
Knowledge of fire and safety regulations and procedures;
Knowledge of inspection procedures;
Knowledge of local building codes;
Skill in using MS Word, Excel, and Outlook;
Skill in verbal and written communication;
Skill in initiating, monitoring and completing complex minor repair projects or construction projects within specified deadlines;
Skill in planning, assigning and/or supervising the work of others;
Skill in inventory control to include purchasing, organization and distribution;
Skill in providing quality customer service in a courteous and professional manner;
Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;
Skill in the use of tools and equipment;
Skill in prioritizing work schedules;
Skill in monitoring and inspecting the work performed by staff and contractors;
Ability to communicate effectively with the public;
Ability to work independently with little or no supervision;
Ability to work as a member of a team;
Ability to work with the public;
Ability to operate hand tools, power tools, and equipment such as chain saws, drills, lawn equipment,
tractors, trucks, specialized golf course, and other mechanized equipment;
Ability to organize and maintain computerized maintenance and repair records;
Ability to effectively train, coordinate work, and provide leadership to employees, park volunteers, and TDCJ inmates;
Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities;
Ability to serve as a team leader;
Ability to interpret blueprints, drawings, and specifications;
Ability to organize preventive maintenance programs; Ability to develop effective work methods;
Ability to draw rough sketches of proposed projects;
Ability to supervise the work of others;
Ability to perform manual labor, including lifting supplies and materials up to 50 lbs.;
Ability to conduct work activities in accordance with TPWD safety program.
WORKING CONDITIONS
Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays, and holidays;
Required to perform work outdoors, occasionally in adverse weather conditions;
Required to perform manual labor, including lifting supplies and materials up to 50 lbs.;
Required to operate State vehicle;
Required to travel 5% with possible overnight stays;
Must conform to TPWD dress and grooming standards, work rules and safety procedures;
Non-smoking environment in State buildings and vehicles.
