TPWD MISSION

To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION:

 

NOTE: INTERNAL POSTING. OPEN TO LAW ENFORCEMENT EMPLOYEES ONLY.

 

Under the direction of the Major of Special Operations, this position is responsible for wildlife, conservation, and natural resources enforcement work, including the supervision of the Law Enforcement Division's Search and Rescue (SAR) programs to include; cadet and field operations basic swift water awareness, NASBLA BOSAR training, advanced swift water rescue technician and boat operations training and certifications, and assists Aviation with the helicopter hoist rescue technician (HRT) selection, training and certification process.  Specific duties include supervising and coordinating the efforts of all SAR personnel, to include the selection and training of new team members, annual training and recertifications (currency), and ultimately with the coordination of deploying all swift water rescue technician, swift water boat operations and HRT with the appropriate regional chain of command. Conducts inspections of specialized SAR equipment to ensure the publics and operators' safety.  Ensures and helps to establish Incident Command Systems (ICS) protocols during deployments and assists with the State Operations Center (SOC) during activations.  Develops an annual budget and manages it throughout the fiscal year.  Ensures all assigned personnel operate within the Law Enforcement Division's General Orders, team specific SOPS and agency policies during training and deployments.   Implements, maintains, and encourages open communication between management and field personnel, and ensures team members maintain the highest level of motivation, accountability and productivity while deploying statewide. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.  Performs additional duties as assigned.  Complies with all Agency, Division and Branch rules, regulations, and procedures.

MINIMUM QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a bachelor's degree.

Graduation from the Texas Game Warden Training Academy.

 

Experience:

Eight years experience as a Texas Parks and Wildlife Game Warden.

 

Licensure:       

Must currently hold, or previously have held, swift water technician and swift water boat operator certification;

Must possess a valid class "C" Texas driver's license;

Must possess a current license from Texas Commission on Law Enforcement (TCOLE);

Currently Commissioned as a Texas Game Warden by the Texas Parks and Wildlife Department.

 

ACCEPTABLE SUBSTITUTIONS:

Education:

One additional year of experience as a Texas Game Warden may substitute thirty semester hours of the required education, with a maximum substitution of 120 semester hours.

 

PREFERRED QUALIFICATIONS:

Education:      

Incident Command System training, preferably ICS 300 and 400 certified.

 

Experience:

Swift Water Technician instructor;

Boat operations instructor;

Natural disaster deployments experience;

Emergency Operations Center experience (DDC, EOC or SOC).

 

Licensure:       

Current or previous certifications for swift water technician, swift water boat operations, rescue swimmer, hoist operator.

 

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of statutes, proclamations, regulations and policies related to the enforcement of all provisions of the Texas Penal Code, the Code of Criminal Procedure, the Texas Parks and Wildlife Code regarding fisheries resources, game animal resources, game bird resources, non-game resources, furbearing resources and provisions  of the Texas Water Safety Act;

Skill in using MS Work, Excel and Outlook;

Skill in effective verbal and written communication;

Skill in meeting deadlines;

Skill in identifying staff training needs and researching, developing, coordinating and delivering presentations and/or training material to meet identified needs;

Skill in communicating, coordinating and working effectively with other employees, the general public and/or with other agencies to accomplish TPWD and/or Law Enforcement Division programs, activities, goals and objectives;

Ability to apply appropriate management techniques that result in effective and appropriate guidance and leadership to employees and others;

Ability to plan and evaluate the work of others, and devise appropriate employee development strategies to maximize employee performance and morale;

Ability to maintain the operational readiness of equipment and personnel;

Ability to read, interpret and effectively apply relevant agency, state and federal laws, statutes, regulations, proclamations, policies and procedures;

Ability to develop and supervise a team budget;

Ability to use agency and divisional purchasing procedures to facilitate team purchasing and provide assistance to Game Wardens and others as requested;

Ability to use computers to develop, maintain and monitor reports, records, documents and other information;

Ability to work under tight deadlines with changing priorities and workloads;

Ability to work and interact effectively as a member of the agency, division and Special Operations management teams to support and accomplish established goals and objectives;

Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.;

Ability to conduct work activities in accordance with TPWD safety program.

 

WORKING CONDITIONS:

Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays and holidays;

Required to work overtime as necessary;

Required to work under physically and mentally stressful conditions;

Required to respond to emergencies and on-call situations;

Required to perform manual labor including, lifting supplies and materials up to 50 lbs.;

Must reside within 100 air miles of the Special Operations Office (1340 Airport Commerce Drive, Suite 600F, Austin, Texas 78741)

Required to operate a State vehicle;

Required to travel 50% with possible overnight stays;

Non-smoking environment in state buildings and vehicles.
