Job Description

Title: The Village Manager

Classification: Full-time, salaried, exempt

Salary: $40,000 annually

Schedule:
● Monday-Friday 8a-4p
● Participation in on-call duties outside of standard working hours to address urgent issues, emergencies, and to provide necessary support is required
● Attendance of mandatory staff meetings and training

Reports To: Executive Director

Supervises: The Village Monitors and The Village Security Monitors

Educational Requirements:
● Bachelor’s Degree in Human Services, Social Work, NonProfit Management, or related field preferred
OR

● Equivalent combination of education and experience in relevant fields will be considered
OR

● 5 years community-based social service experience or other related field

Work Experience Requirements:
● Experience working in settings with vulnerable adults or marginalized populations which may include individuals that are: experiencing homelessness, economically disadvantaged, racial and/or ethnic minorities, elderly, living with human immunodeficiency virus (HIV), affected by physical disabilities, intellectual/developmental disabilities or other chronic health conditions including severe mental illness and substance use disorders, veterans, and/or identify as
LGBTQIA

Physical Requirements:
The physical requirements described below are representative of those that must be met by an
LCS employee to successfully perform the essential duties of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential duties.

● Physical capability to travel to designated locations, execute tasks such as standing, stooping, bending, reaching, pulling, pushing, lifting, grasping, and climbing in order to carry out basic duties and engage in light maintenance activities

● Proficient operation of a motor vehicle in a safe manner for the purpose of transporting oneself, colleagues, guests, and program supplies as required

● Adequate physical capacity to operate office equipment, involving continuous or repetitive hand/arm movements

● Ability to move, lift, transport, position, install, or remove items with weights of up to 50 pounds to meet the diverse needs of the agency or specific events

● Frequent engagement in stationary positions for extended periods, coupled with the ability to move about and maintain mobility for up to 10 hours per day

● Proficiency in spoken and written English to effectively communicate
● Proficiency in the Spanish language, both orally and in writing, is considered favorable

Miscellaneous Requirements:
● Must be at least 21 years of age
● Must have a valid driver’s license and meet LCS’ auto insurance requirements.
● Must successfully pass pre-employment background screening

Overview:
The Village Manager will be stationed primarily within The Village community, tasked with ensuring the establishment maintains a secure, organized, and supportive environment for guests, staff, resource providers, and the broader community. As a leader in operations and programming, the Village Manager will impart structure to facilitate a positive environment, fostering success in the housing journey for our guests. Beyond these responsibilities, the role also involves actively participating in organizational meetings, engaging with external partners and coalitions, facilitating conflict resolution, and implementing initiatives to cultivate community cohesion and collaboration.

PRINCIPLE ACTIVITIES:

Program Operations:
● Provide oversight of The Village which serves individuals experiencing homelessness in

Douglas County
● Implement and enforce policies, procedures, rights, and responsibilities of The Village
● Maintain documentation and recordkeeping requirements associated with guest selection, guest intake, guest participation, and guest exits including HMIS data entry requirements
● Manage resident complaints and actively promote conflict resolution among guests, ensuring non-violent management and resolution of conflicts, and the implementation and oversight of conflict resolution agreements

● Maintain comprehensive records of conflict management processes and resolutions, submitting these records to all appropriate parties

● Ensure strict adherence to guest accountability procedures
● Document violations of the use agreement or other expectations, notices of violations, corrective action plans or behavioral contracts, and any follow up
● Actively participate in the accountability process, including assisting with guest exits as required
● Report complaints, conflicts, and accountability issues along with the plans to resolve them to the program director
● Ensure timely and thorough documentation of critical incidents and immediately escalate incidents to the program director or Executive Director as warranted
● Ensure timely and effective responses to violence or threats of harm
● Apply a compassionate and trauma-informed approach while performing all frontline services
● Model appropriate physical and emotional boundaries with guests and enforce and train

The Village team to maintain the same
● Foster guest engagement and participation through effective communication and coordination of community meetings, wellness activities, outreach schedules, and external events

Team Leadership:
● Provide ongoing support for direct service staff through routine 1 on 1 supervision meetings, ensuring team members are receiving adequate support, constructive feedback on performance, conduct, and attendance, and are engaged in ongoing training and professional development

● Host meaningful staff meetings each week that address guest related concerns, issues with teamwork, and build on training and professional development

● Promote positive and effective communication among team members and between shifts
● Ensure staff accountability and adherence to The Village policies and procedures
● Document all progressive disciplinary actions and escalate personnel issues to the program director or Director of Human Resources as appropriate

● Monitor staffing schedules for all shifts, resolve scheduling issues, and fill in scheduling gaps as needed to ensure adequate 24/7 coverage

● Monitor and approve timekeeping records of those in direct supervision
● Delegate relevant tasks to the DSA team as necessary and manage the successful completion of tasks
● Cultivate an inclusive and supportive environment that enhances communication and cooperation to strengthen the overall well-being of The Village community, partnering agencies, community members, and other stakeholders

Partnership Management:
● Engage with community partners to establish and sustain channels facilitating the identification and selection of program participants, emphasizing a commitment to diversity, equity, and inclusion

● Coordinate with community partners to facilitate onsite services, ensuring the efficient delivery of support and resources to enhance the well-being of The Village participants

● Collaborate with community partners to ensure the clear and effective communication and accessibility of wellness activities, outreach initiatives, and external events for participants
