This position serves as a Telephone Database Administrator performing complex professional and advisory functions including database design, maintenance, performance optimization, security, and control processes as they relate to VoIP and all telephony related systems and database interfaces. In this role you will serve as a project coordinator for hardware/software deployments and installations of multiple integrated telephony and related computer systems. In addition, you will conduct and coordinate in-depth feasibility studies involving substantial technical research and systems analysis. Job Responsibilities
40% Under administrative direction, serves as a Telephone Database Administrator for the Department of Innovation & Technology (DoIT):
  • Performs complex professional and advisory functions including database design, maintenance, performance optimization, security, and control processes as they relate to VoIP and all telephony related systems and database interfaces.
  • Evaluates and advises optimal telephony application design and function for peak performance and interaction with multiple databases environments.
  • Develops, administers and maintains multiple security levels of Microsoft SQL Server database user and group administration, authentication, and access to meet or exceed agency standards.
  • Performs detailed design of call flow scripts, telephony components and IVR applications including their interaction with all database components.
  • Develops and performs testing plans, system conversions and all database backup and storage functions.
  • Conducts post implementation reviews and analyzes alternative approaches in solving user needs and problems.
  • Conducts user training as it relates to application, reporting and database operations.
  • Coordinates, guides and works with the DoIT Telecom Team in all VoIP Collaboration Services related data processing work
  • Advises and makes recommendations on enhancements and new development of the IVR and related Unified IP products with the Telecommunications staff, Information Technology (IT) personnel, outside vendor engineers and support personnel to resolve production problems
  • Participates in the development and analysis of new projects.
  • Performs work utilizing knowledge of telephony components including T1's, PRI's, SIP, general call center functionality, Interactive Voice Response (IVR) applications, VoiceXML, Microsoft Visual Studio for C#, Visual Basic, Java, IBM DB2 database software, VoiceXML, Text-to-Speech and Open Speech Recognition (OSR) speech components
20% Serves as project coordinator for hardware/software deployments and installations of multiple integrated telephony and related computer systems:
  • Coordinates, conducts and monitors project activities and team members.
  • Determines and coordinates project components such as project scheduling and assignments.
  • Provides expertise, guidance and recommendations to Telecom and Management personnel.
  • Reviews results and incorporates individual components of project into the final product.
  • Prepares and provides status and management reports to supervisor.
  • Provides work leadership, guidance, training and direction to a staff of technicians and non- technicians during special assignments.
20% Conducts and coordinates in-depth feasibility studies involving substantial technical research and systems analysis, assessing the impact of converting manual processes into computer telephony applications:
  • Develops written implementation plans, details the cost, benefits, workday requirements and development timeframe for new applications.
  • Conducts reviews of complex components and processes making recommendations for modifications to provide availability, flexibility, and usability.

10% Assists the supervisor in the arrangement of training and attends and participates in meetings and presentations dealing with computer telephone technology and computer demonstrations for agency staff.
5% Keeps abreast of new developments in the Information Technology (IT) field including computer telephone technology:
  • Continues education by attending meetings, training sessions, seminars and conferences to increase familiarity with and maintain current on IT products, vendors, techniques and procedures.
  • Attends demonstrations and exhibitions related to assigned operations.
5% Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Knowledge, Skills, and Abilities
Minimum Qualifications:
  1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in computer science or directly related fields.
  2. Requires three (3) years of professional experience in systems services, database administration or a related Information Technology field.
Specialized Skills:
  1. Requires two (2) years of professional experience working as a Microsoft SQL Server Database Administrator.
  2. Requires extensive knowledge of telephony components including T1's, PRI's, SIP and general call center functionality.
  3. Requires extensive knowledge of Interactive Voice Response (IVR) applications.
  4. Requires extensive knowledge of VoiceXML, Microsoft Visual Studio for C#, Visual Basic and Java.
Preferred Qualifications (In Order of Significance):
  1. Two (2) years of professional experience serving as a Microsoft SQL Server Database Administrator.
  2. Extensive knowledge of telephony components including T1's, PRI's, SIP and general call center functionality.
  3. Extensive knowledge of Interactive Voice Response (IVR) applications.
  4. Extensive knowledge of VoiceXML, Microsoft Visual Studio for C#, Visual Basic and Java.
  5. Two (2) years of professional experience coordinating and conducting projects related to telephony systems and database interfaces.
  6. Two (2) years of professional experience conducting and coordinating in-depth feasibility studies involving substantial technical research and systems analysis.
  7. Ability to analyze and diagnose system issues and coordinate efforts to resolve.
  8. Ability to coordinate the activities of work associates to achieve desired results.
  9. Ability to maintain satisfactory working relationships with others.
  10. Developed verbal and written communication skills to present information to others with clarity and precision.
