SUMMARY:

The Team Leader will report to the Program Manager and is responsible for specializing in either QA/RD or a little of both. This position includes coordination, evaluation and implementation of QA, RD and/or both. The Lead QA or RD will provide service provider program evaluations, training SCLARC staff, volunteers, and assisting in the development and revision of the policy and procedure. The Lead QA or RD technical assistance to staff, vendors, clients and the community on resources, regulations, unmet needs, and Quality Assurance. This position is to ensure services provided to people supported are in compliance with Title XVII, California Code of Regulations, the Lanterman Act, Agency standards and best practices for community programs for the developmentally disabled. A knowledge base of regulations is strongly recommended. The position must collaborate with the vendor community, Community Care Licensing, other community partners, and with the Department of Developmental Services.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. The Team Leader will support the Program Manager in the day-to-day management of the assigned unit within CSFS. The position requires 50% of QA and/or RD work duties in addition to resolution, troubleshooting for minor issues and facilitation of ongoing trainings. The Team Leader will provide trainings and coaching on specific areas as identified by the Program Manager. New QAs and/or RDs will receive training from Team Leaders outside of the employee training, including but not limited to shadowing staff and providing hands-on assistance daily. The Team Leader is expected to provide consultation to QAs and/or RDs on challenging developments and issues when needed.
  2. The Team Leader will participate in special projects and perform other duties as assigned by the Program Manager. The QA Team Lead will be responsible for a maximum of 40 assigned vendor monitorings and will assist with assigning and conducting investigations.
  3. The Team Leader shall engage in resource development for SCLARC’s catchment area (Bell, Bell Gardens, Maywood, Paramount, Cudahy, Downey, Huntington Park, South Gate, Compton, Lynwood, Gardena, Vernon and Carson, as well as the South Los Angeles area, including the communities of Watts, Crenshaw, Hyde Park, Leimert Park, View Park and Baldwin Hills) that includes participating in the Request for Proposal (RFP) process. This position will involve all steps of vendorization as outlined in California Code of Regulations Title XVII. Coordinate and conduct Quality Assurance evaluations on community programs as an independent evaluator or as an evaluation Team Leader, including drafting evaluations reports, conducting follow-up visits, and providing ongoing monitoring.
  4. Develop plans of correction for underperforming programs and provide follow-up as needed.
  5. Deliver specialized training workshops for service providers, staff, and community representatives.
  6. In coordination with other staff, revise evaluation tools for residential and nonresidential programs as needed based upon working knowledge of Title XVII regulations and best practices in the field.
  7. Analyze and review changes in relevant sections of Title XVII and XXII and DDS standard regulations and make policy recommendations as appropriate.
  8. Serve on in-house teams, community committees, and task forces to improve quality of community programs.
  9. Participates in State reviews of SCLARC services and meetings with Community Care Licensing and other Regional Centers.
  10. Provide updated information and referrals to staff, vendors, and families regarding all community resources.
  11. Participate in assessing needed resources as well as reviewing identified unmet needs on an ongoing basis.
  12. Provide technical assistance to staff in accessing existing resources and developing new ones, and on Quality Assurance issues in reference to laws and regulations.
  13. Develop, facilitate, participate in, and monitor the Request for Proposal process.
  14. Oversee and review all aspects and phases of the vendorization process, including program design and rate review and compliance.
  15. Facilitate all rate adjustments based on State mandates and system requirements.
  16. Develop, maintain, and monitor vendor contracts and payment agreements.
  17. Function as a liaison to several different categories.
  18. Complete reports, input data and perform clerical functions related to resource development, and/or corrective action plans.
  19. Coordinate, facilitate, and/or assist with staff trainings, service provider trainings, network meetings and Vendor Advisory Committee meetings.
  20. Review and track Independent Audits and follow up.
  21. Investigate and follow up on whistleblower complaints.
  22. Assist with data entry into computer systems, as necessary.
  23. Other Duties as Assigned.

MINIMUM QUALIFICATIONS:

The requirements listed below are representative of the knowledge, skills, and abilities required to satisfactorily perform the essential duties and responsibilities.

  3. Current legislation and regulations as it relates to development, implementation, and evaluation of services for individuals with developmental disabilities.

EDUCATION AND EXPERIENCE:

The following requirements generally demonstrate possession of the minimum requisite knowledge and ability necessary to perform the duties of the position.

  • A master’s degree in social work, psychology, counseling, education, nursing, or related Human Services field with three (3) years of professional experience working with developmentally disabled persons at South Central Los Angeles Regional Center (SCLARC) or from another regional center, and a minimum of one (1) year working in the Department of Community Services & Family Support or from another regional center. Or a bachelor’s degree in social work, psychology, counseling, education, nursing, or related Human Services field with five (5) of experience working with developmentally disabled persons at South Central Los Angeles Regional Center (SCLARC) and a minimum of one (1) year working in the Department of Community Services & Family Support or from another regional center.
  • A diverse background with experience with managing or working with programs for developmentally disabled.
