WHO ARE WE
The Texas Department of Agriculture’s Food and Nutrition Division administers 12 federal child and special nutrition programs and more than $2.5 billion in federal money annually. These programs aim to reduce hunger, encourage strong nutrition, and support local economies across Texas.
WHAT YOU’LL DO
PRIMARY RESPONSIBILITIES
Serve as the F&N division subject matter expert (SME) and primary point of contact for all new employees on the first day of employment and throughout the new employee onboarding training process. Assist with resolving issues and provide continuous improvement as necessary to the process.
Develop, maintain, update, and perform division specific on-boarding training for new F&N staff. Coordinate with agency stakeholders to ensure smooth and effective on-boarding for new staff. Assess processes and implement improvements to support new staff and achieve division goals and increase retention.
Provide extensive support to hiring managers and Support Specialists to fill vacancies, including but not limited to scheduling and facilitating skills tests and interviews, resource preparation, CAPPS documentation review and uploads, and related tasks, as needed.
Support F&N employee off-boarding processes, including but not limited to, coordinating with management and TDA IT to ensure accurate and timely asset and resource tracking for off-boarding employees.
Assist with the maintenance of the division’s performance appraisal system including system/enhancement development, implementation, and testing and ensuring system functionality and data accuracy.
Coordinate with division management and agency human resources to maintain division organizational charts, facility maps, telework scheduling, asset inventory, etc.
Provide backup for Central Services Team, including but not limited customer service functions, travel document review and Additional Duty Safety Officer (ADSO), etc.
Follow all TDA policies and procedures.
Perform other duties as assigned.
QUALIFICATIONS/REQUIREMENTS FOR THE POSITION
Bachelor’s degree (one year work experience related to the essential duties may substitute for one year of college).
Three (3) years’ experience in recruitment/selection, performance management, employee training or related human resources experience.
Experience making presentations.
PREFERRED QUALIFICATIONS
Experience in recruiting to include applicant tracking and scheduling.
Professional in Human Resources (PHR)/Senior Professional in Human Resources (SPHR) certification.
SHRM-Certified Professional (SHRM-CP)/SHRM-Senior Certified Professional (SHRM-SCP).
KNOWLEDGE, SKILLS & ABILITIES
Knowledge of the principles and practices of human resources management; human resources programs such as engagement; and federal, state, and local laws and regulations governing human resources activities.
Skills in oral and written communication; in conducting interviews; in using a computer and applicable software, including human resources-related applications; in problem solving; and in prioritizing and handling multiple tasks.
Ability to explain policies and procedures to staff and the public; to maintain confidential and sensitive information; to develop and analyze human resources processes; to establish and maintain effective working relationships with applicants, employees, and the general public; and to communicate effectively both orally and in writing; and to exercise sound judgment and discretion.
PHYSICAL REQUIREMENTS & WORKING CONDITIONS
This position will work in a normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping, and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel (up to 15%*), occasionally overnight.
TELEWORK & WORK HOURS
TDA has a telework policy that will allow eligible positions to telework up to two (2) days per week after completing six (6) months of employment with the agency. The employee must meet eligibility criteria set forth in the Telework Policy.
