TELEWORK

Staff who work in the Austin Metro will work in-office for one day, every other week, for a collaboration day as well as on an as-needed basis.

This position is a member of our Air Grant Division.

WHAT YOU WILL DO

As a part of the division's TERP Task Force Section, our Marketing Specialist will play a key role in achieving TCEQ's mission. You would use your skills and experience to:

• Oversee the marketing, and associated marketing contract(s), for the Texas Emissions Reduction Plan (TERP) and Texas Volkswagen Environmental Mitigation Program (TxVEMP); performs advanced technical assistance work involving the planning, development, and implementation of TERP and TxVEMP for the TCEQ.
• Identify strategies and develop plans for the promotion of the TERP and TxVEMP grant programs to external stakeholders. Speaks to community and professional groups to coordinate, improve, and stimulate interest in the TERP and TxVEMP program(s) and to secure support for division initiatives.
• Assist division and section management in overseeing and developing program policies, procedures, rules, and guidance. Oversee and conduct research and coordinate the collection, organization, and analysis of information to support the implementation of the TERP and/or TxVEMP grant programs.
• Guide and provide technical training and assistance to application review staff conducting reviews under the TERP and TxVEMP grant programs. May serve as the lead on the implementation and ongoing management of complex program initiatives.
• Organize and analyzes applicable rule, guideline, and/or legislation and develops recommendations for policy relating to the implementation and improvement of the TERP and TxVEMP grant programs. During legislative sessions, serves as a bill analyst and back-up bill coordinator and assists the assigned bill coordinator in drafting bill impact statements. Coordinate the collection, organization, analysis, and preparation of materials in response to requests for program information and report which may include the TxVEMP Semi-Annual Report, TERP Annual Report, or the TERP Biennial Report.

MINIMUM QUALIFICATIONS

• A bachelor's degree from an accredited college or university plus six years of full-time experience performing supervisory, managerial, professional, or technical work which must include:  analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material.
• One year of full-time experience in an administrative capacity* may be substituted for each year (30 semester hours) of the required education.
• A graduate degree in public administration, business administration, human resources administration, environmental resource management, planning, or an area relevant to the position, from an accredited college or university may be substituted for one year of the required experience.
• *Administrative capacity is work where primary duties consist of performing administrative tasks of an office, excluding work such as clerical, secretarial, sales, equipment operations, and manual labor.

PREFERRED QUALIFICATIONS

• Experience managing marketing campaigns.
• Experience creating content for marketing purposes.
• Project management experience that includes planning or scheduling timelines/deadlines, daily or weekly meetings with project team members, and tracking the project's progress.
• Experience explaining technical information to a nontechnical audience.

CURRENT TCEQ EMPLOYEES

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Program Specialist VI state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Program Specialist VI series.
