Job description

TDECU is seeking to hire a new Chief Information Officer as the bank looks to accelerate its technology transformation agenda centered on greater member-centricity, agility, speed, and efficiency. Reporting directly to TDECU's Chief Executive Officer and leading a team of nearly 80 full-time employees and contract and vendor resources, the CIO will be responsible for all aspects of the technology environment from member and client-facing technology to the people, processes, and technology platforms supporting the day-to-day operations of the business and the underlying technology infrastructure underpinning the environment. This executive will play the key role defining, building consensus around, and executing TDECU's 3 year strategic technology strategy, and will work in partnership with the bank's leadership across all business lines and functions to ensure the technology agenda works in support of and as a part of TDECU's broader corporate strategy.
Position Summary:
TDECU's new Chief Information Officer (CIO) will be a seasoned IT leader and strategic thinker who can develop a long-term technology strategy in support of TDECU's business goals of enhancing customer and associate experience, driving business growth, and improving efficiency. They will be a forward-thinking leader with a customer-centric perspective and cross-business line mindset. The new executive will be required to build relationships with and influence key internal stakeholders, the board, regulators, and other external key partners and clients. This individual must be able to execute on the vision for the company within the context of a rapidly changing financial services landscape, ensuring that products, services, and delivery channels remain relevant, competitive and cost effective. The primary objectives of the CIO's agenda in the first 18 months will be to validate and begin to execute against a technology blueprint and roadmap that is being developed to enhance the IT operating model, modernize our infrastructure and architecture, and establish greater links between IT and the business, in order for IT to deliver as a true strategic trusted advisor to its business partners and enhance the overall experience for our Members through the delivery of seamless and reliable systems, data and resources.
Essential Duties and Responsibilities:
Drive the organization's high-level architecture and leading all transformational technical programs/initiatives. Align technology vision and implementation with business strategy and lead all aspects of development and the implementation of technology initiatives within the organization. Leads development and growth of the TDECU's enterprise architecture and platform engineering functions. Align the company's technology resources with the organization's short- and long-term goals, working closely with business and data counterparts Identify and evaluate new technologies that can be used to improve the company's products and services. Leads the enterprise architecture and platform engineering teams to build new products and enterprise patterns. Create and oversee high-level KPIs to measure IT department effectiveness Identifies, plans, & coordinates technical projects and their dependencies. Establish standard SLAs for all services in cooperation with the IT leaders create and execute technology roadmaps and deployment plans. Ensure that all IT technologies comply with legal, risk and private security obligations. Challenges status quo and thinks outside of the box to generate unique ideas and solutions to challenges. Serve as a role model for TDECU's values; Have empathy, Take Accountability, Have Fun and Embrace Change all with the highest Integrity and Inclusion for all.
Other responsibilities for consideration - these talk more about some of the non-technical responsibilities and also get into some more of the partnership and leadership aspects;

  • Serve as a key leader of TDECU's technology team as the bank's senior-most technology executive. Elevate the technology discussion to play a leading role in the execution of the bank's strategy, serving as the primary voice with respect to customer-centricity, modernization, and innovation.
  • Invest in and develop key relationships with business leadership to align technology strategy to support and augment consumer and institutional strategies.
  • Evolve the delivery capability and capacity of the team to remain competitive with emerging services and business models by leveraging agile delivery methodologies and cloud platforms.
  • Effectively manage strategic vendor relationships that currently serve as a critical part of TDECU's approach to technology delivery.
  • Present relevant management information and reports to the bank's Leadership Team and/or Board of Directors, escalating concerns where appropriate.
  • Partner with functional team leadership to achieve their respective business agendas, respond to competitive forces in the external environment, and improve market share and profitability.
  • Partner with Key Stakeholders to provide core technology support, integration and interoperability with data platforms and architecture
  • Participate in additional/special projects that pertain to the bank's growth strategy, transformation, product development, and/or identifying new revenue streams.
  • Foster and maintain key relationships with external regulators and ensure compliance with key regulations.
  • Set the bank's technology budget, and means by which the budget is executed, and ensure performance against the budget.
  • Lead by example, setting the tone for a technology team that builds trust via consistent, highly effective services, and work assertively to challenge convention. Attract, retain, and develop technology talent at all levels of the organization, including strategic succession planning across the environment.
  • Manage a complex portfolio of technology platforms that includes proprietary and packaged technologies currently being delivered via waterfall and increasingly agile methodologies.
  • Establish and deploy robust risk and control frameworks that meet TDECU's strategic needs, including communication, training, and awareness. This includes interpreting and complying with the risk policy standards, laws, regulations, and risk management framework.

TDECU is developing a multi-year roadmap and blueprint sponsored by the Chief Experience Officer to drive a technology enabled transformation that will mature its ways of working and support a modernization agenda that will support its aspiration to become stand out as a market leader and enhance its community reputation by providing an integrated user experience for its Members and Employees by creating seamless and interactive experience across all of its service offerings. In order to achieve this goal, the CIO will play a leadership role in driving a number of key transformation initiatives:
Agile transformation: shifting TDECU's application development and business teams to an agile process methodology centered on speed, digitization and customer-centricity; helping the bank drive a truly frictionless customer experience.
Infrastructure Modernization: modernizing TDECU's technology infrastructure footprint through migration to the cloud, infrastructure automation, and a focus on creating a software-defined infrastructure environment.
Digital experience: enhance customer and associate experience via technology innovation and unifying approaches across TDECU's business units; develop strategic vendor relationships to optimize value and determine long-term fit.
Relationship building: learn the specific business lines, assess the cultural nuances, and quickly build relationships with the key stakeholders across the entire organization.
Building people capabilities: build a talented, winning technology team-hire, develop, and retain top talent; foster a high performing team environment.
IT governance: establish an IT governance structure that promotes greater business/IT alignment in order to support prioritization of TDECU's IT roadmaps and investments against business goals and priorities.
Minimum Qualifications:
Education:
Bachelor's degree in Information Technology, Computer Science, or similar or equivalent work and educational experience is required. Master's or MBA desirable. Demonstrated experience as CTO or similar leadership role.
Experience:
10 or more years effectively leading people and cross-functional teams with 3+ years managing IT Organization.
Knowledge, Skills, and Abilities:
Fifteen years of technology leadership experience - preferred
Cross-functional experience across application development and technology infrastructure preferred.
Eight years of experience in the financial services industry
Emphasis on consumer financial services; experience in other sectors within the financial services industry would enhance a candidate's qualifications. Demonstrable track record of leading in this space preferred.
Experience leading a technology transformation program
Delivered multiple large-scale, multi-year programs of $50+ million.
Experience with modern and emerging technologies
Record of working with and implementing capabilities such as agile development methodologies, cloud, open source, APIs, and micro-services.
Team leadership experience of organizations in excess of 700 employees
Experience including full-time, contract, and vendor resources.
Experience with executive committee and board-level engagement
Experience interacting and engaging at the highest levels of an organization.
Bachelor's degree required; master's degree preferred
Preferably with concentration in STEM such as computer science, engineering, or another technical field.
