Position Overview
The purpose of this position is to support the surveying and mapping needs of the agency. Employees in this position have knowledge of geospatial information, land surveying and mapping.
Under the direction of the Survey Manager, the Surveyor and Mapper supports various survey projects, agency programs, and activities. Prepares reports, surveys, maps, legal descriptions, and exhibits for a Professional Surveyor and Mapper to sign and seal. Responsible for technical staff during projects involved in surveying and mapping, real estate transactions, permitting, planning, geographic information systems (GIS), design, computer-aided design (CAD), construction, operations, maintenance, and other project related efforts. Work involves communication, planning, management of multiple survey tasks and projects; contract administration; coordination with consultants and contractors; completing survey projects timely and within budget. Employees in this position have strong organization, communication, and geospatial skills.
Essential Functions
  • Assists Professional Surveyor & Mapper with survey projects.
  • Conducts and documents field work including supervision of field personnel for various surveys, mapping, and stakeout projects.
  • Organizes and maintains electronic and hard copies of surveys, maps, engineering drawing records and reports.
  • Reviews and interprets engineering, construction, surveying drawings and specifications to update records and provide project information.
  • Manages activities of professional consultants and survey contractors regarding negotiated scope of services on projects under charge.

  • Manage relationships with projects stakeholders, keeping the stakeholders informed of progress and issues managing expectations on all survey project's requirements and deliverables.

  • Manages multiple surveying and mapping projects.
  • Negotiates or participates in contract procurement selection committees, negotiation of professional services, scope of work, fees and associated agreements/contracts terms and conditions, and amendments thereof.
  • Represents agency in discussions with outside agencies regulatory and other for projects under charge.
  • Complies with and enforces Surveying and Mapping 5J-17 Standards of Practice and Chapter 472 Florida Statutes.
  • Provide input/justification for project costs and budget impact and changes.
  • Request purchase orders, and reviews and processes vendors' invoices on projects under charge.
  • Provides input to update Survey Standards.
  • Performs research and assembles pertinent reference data from the Public Records, property information reports (PIR), real estate databases, and other agency databases before performing field surveys.
  • Assist in maintaining the Agency's geospatial records and data inventory of infrastructure, monitoring sites, and real property.
  • Supports Agency departments and makes recommendations for surveying, mapping, and geospatial data.
  • Supports the Agency's Utility Conflicts Program.
  • Support the Agency's permit required surveying needs.
  • Observes Safety Policies and Procedures in accordance with the Agency's Safety Program.
  • Performs related work as required.

Disaster Service Worker: Employees of Tampa Bay Water are, by State and Federal law, Disaster Service Workers. In the event of a declaration of emergency, any employee may be assigned activities that promote the protection of public health and safety or the preservation of lives and property, either at the Agency or within the local or their own community.
Minimum Qualifications
MINIMUM TRAINING AND EXPERIENCE:
  • One (1) + years demonstrated experience during or after graduating from an accredited college or university in supporting survey projects and tasks related to boundary, route designs, as-builts, construction layout, control networks, creating and maintaining geospatial data such as GIS, CAD, and record drawings, or operating survey equipment following 5J-17 Standards of Practice.

Preferred Training and Experience:
  • Water utility and/or water supply planning, design, and construction experience.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
  • Knowledge of levels, total stations, and GPS survey equipment.
  • Knowledge of computer programs such as ArcGIS, AutoCAD, and Leica Captivate or similar surveying and mapping software.
  • Experience implementing, and maintaining effective geospatial processes, and procedures, and finishing tasks on time.
  • Strong interpersonal, leadership and team building skills.
  • Strong negotiation skills.
  • Ability to ask for input, offer help without being asked, accept suggestions and work with others to solve problems.
  • Ability to demonstrate strong two-way communication skills, including the ability to listen explain, and facilitate.
  • Ability to establish and maintain a positive customer service attitude and effective working relationships with internal and external customers.

REQUIRED EDUCATION:
  • Bachelor's degree from an accredited college or university.

Preferred Education:
  • Bachelor's Degree or higher from an accredited college or university relating to Land Surveying, Geomatics, Geographic Information Systems (GIS), Engineering, or Mathematics.

REQUIRED LICENSES AND CERTIFICATIONS:
  • Certificate showing, passed the Fundamentals of Surveying Test.

  • Valid driver's license.

MINIMUM STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:
Physical Abilities: Tasks involve the ability to exert medium physical effort which may involve some lifting, carrying, pushing and/or pulling of objects, and materials of medium weight (30-50 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
Sensory Abilities: Some tasks require visual perception and discrimination. Some tasks require oral communications ability.
Environmental Requirements: Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
CAREER LADDER REQUIREMENTS:
This position is the first step on the Surveyor and Mapper Career Ladder which includes, in order: Surveyor and Mapper, Professional Surveyor and Mapper, and Senior Professional Surveyor and Mapper. To be eligible for advancement to Professional Surveyor and Mapper an employee must complete a minimum of four (4) years as a Surveyor and Mapper at Tampa Bay Water and meet the experience and certification requirements of the Professional Surveyor and Mapper position.
Additionally, the employee must be at a rating of fully meets expectation or above in all performance categories for the prior Performance Evaluation.
Career ladder progression and pay adjustments are subject to funding and standard approval process.
