POSITION TITLE: SURVEY TECHNICIAN (SEEKING EXPERIENCED APPLICANTS)
POSITION ID NUMBER: 7000

BASE STARTING PAY: $18.04 PER HOUR / $37,523.20 YEARLY
FLSA STATUS: NON-EXEMPT/HOURLY

POSITION PROGRESSION BASE PAY RATES:
TECHNICIAN APPRENTICE: $18.04 PER HOUR / $37,523.20 YEARLY
TECHNICIAN I: $20.65 PER HOUR / $42,952.00 YEARLY
TECHNICIAN II: $23.64 PER HOUR / $49,171.20 YEARLY
SENIOR TECHNICIAN: $25.30 PER HOUR / $52,624.00 YEARLY
Progression in position occurs over time advancing levels within the position from an Apprentice to I, II and Senior. The Technician I and II levels are when the position takes on more independent responsibility of each function and the Senior level is focused more on taking a leader role in the Survey/GIS division.
JOB SUMMARY: Apply basic level knowledge to provide survey data, prepares and maintains sketches, maps, reports and legal descriptions of surveys. Training position with limited supervision. Gathers field information required to develop construction drawings for all types of pipeline construction, conducts feasibilities, and researches as-built drawings.
Incumbent has up to 24 months to accomplish training milestones required of this position to include all Operator Qualification requirements. Failure to do so could affect employment. Progression to Technician I does not require 24 months in the apprenticeship.
Incumbents in this position will be held to the District's Gold Standard for Customer Service.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Applies basic level knowledge for the gathering of information required to develop construction drawings for distribution and transmission mains, regulator stations, measuring stations, service lines, relocations and other related work.
  2. May be required to assist with surveys to establish boundaries and/or easements from legal descriptions contained in warranty deeds, easements, and/or title documentation.
  3. Research as-built drawings on mains and service lines.
  4. Obtain digging permits, locating, excavating, marking and GPS lines.
  5. Create, modify or maintain CAD drawings.
  6. Maintains tools and equipment in prescribed manner.
  7. Maintains control of inventory items obtained from stock or carried on truck.
  8. Operate survey equipment including but not limited to pipeline locator, measuring wheel, measuring tape, robotic station, GPS, etc.
  9. Assists Engineers and Engineering technicians, as needed.
  10. Must be able to safely and responsibly operate the automotive vehicle assigned. Must maintain assigned vehicle through appropriate operator maintenance and by keeping said vehicle clean and neat at all times.
  11. Other miscellaneous job-related duties as assigned.

EDUCATION AND EXPERIENCE:
High School plus 1 to 2 years of experience.
ESSENTIAL COMPETENCIES:
  1. Strong interpersonal skills and the ability to work as part of a team.
  2. Ability to solve mathematical problems.
  3. Ability to accurately compile notes, sketches, and records of measurement data.
  4. Requires precision and accuracy in measuring, recording and maintaining data.
  5. Ability to read and understand maps and plan sheets.
  6. Possess drafting skills with hand drawing and computer CAD abilities.
  7. Ability to see details at close range and ability to see details at a distance.
  8. This position requires knowledge and task evaluation as determined by Pipeline and Hazardous Material Safety Administration rule CFR 49, Part 192; Subpart N: Operator Qualifications (OQ).

TECHNICAL SKILLS REQUIRED:
  1. Must possess and maintain valid Florida driver's license and a driving record satisfactory to the District and its insurers.
  2. Experience in using standard and/or complex survey instruments to measure horizontal and vertical angles and GPS positioning.
  3. Requires knowledge and skills of computer hardware and software applications for drafting.
  4. Must possess reading comprehension to understand written sentences and paragraph in work-related documents.
  5. Ability to use scientific rules and methods to solve problems

OTHER FACTORS:
  1. Must be appropriately dressed in a clean and neat District authorized uniform during work hours.
  2. May be required to work other than normal work schedule.
  3. May be required to work overtime with little notice.
  4. Physical Effort::Considerable physical activity. Requires heavy physical work; heavy lifting, pushing, or pulling required of objects up to 50 pounds. Physical work/exertion is a primary part (more than 70%) of job.
  5. Working Conditions and Hazards: Work environment involves exposure to potentially dangerous materials and situations that require following extensive safety precautions and may include the use of protective equipment.
  6. DRUG TESTING FOR ILLEGAL DRUGS: Employees in this classification will be subject to undergo testing for illegal drugs in accordance with DOT Pipeline Safety Regulations, Code of Federal Regulation, Title 40 (49 CFR), Part 199.
