Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Forces Command, XVIII ABN Corps, Senior Cdr Aug, G-2 Security, Fort Liberty, NC 28310.

Duties
  • Provides technical and administrative supervision over personnel assigned to the G-2 security office.
  • Supervises the development, planning, oversight, administration, management, implementation, and enforcement of DCIPS General Intelligence Security (GIS) disciplines of Personnel, Information, Industrial Security, Foreign Disclosure and SETA.
  • Provides definitive technical advice and assistance to commanders, local leadership, and the FORSCOM workforce regarding establishment of comprehensive security programs.
  • Meets and coordinates regularly with a wide variety of groups and individuals concerning a broad range of security-related issues related to the administration of the FORSCOM Senior Commander's (O-7/8/9) sustainable readiness model (SRM) activities.
  • Oversees FORSCOM security programs to include supervising an active Security Education and Training Awareness (SETA) program.

Requirements
Conditions of Employment
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • May require Temporary Duty (TDY) travel up to 10% of the time.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. *For more information, please see 'Additional Information' section of the Job Opportunity Announcement.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience: Managing, planning, and executing of two or more of the following: Personnel Security (PERSEC), Information Security (INFOSEC), Industrial Security (INDUSEC), Foreign Disclosure, and Security Education, Training, and Awareness (SETA).This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
You will be evaluated on the basis of your level of competency in the following areas:

Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within first two years of employment.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
  • This is a Security & Intelligence Career Field position.
  • TERM: This announcement is for a term position. Permanent employees who apply, are selected for, and ultimately accept this position will be converted to a term appointment. Term positions in DCIPS may be extended up to a maximum of six years; however, may be extended an additional two years with Agency approval.
  • Multiple positions may be filled from this announcement.
  • Salary includes applicable locality pay or Local Market Supplement.
  • Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
