Summary
The incumbent serves as the Human Resources Management (HRM) Division Chief at the St. Petersburg Regional Office and has authority and responsibility for planning, directing, coordinating, operating and evaluating internal (HRM) programs.

Duties
Major Duties:
- Plans work to be accomplished by subordinates, sets and adjust short- and long-range staffing plans to meet the forecasted mission requirements and changes in critical competencies.
- Provides comprehensive advice on the full range of human resource management functions to the Director, Assistant Directors, Division Chiefs, Managers, Supervisors HR Staff, and employees, including as it relates to staffing, services, and employee and labor relations issues.
- Evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters; interviews candidates for positions in the unit.
- Recommends appointment, promotion, or reassignment to such positions.
- Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager.
- Effects minor disciplinary measures, such as warnings and reprimands, proposing other action in more serious cases; identifies developmental and training needs of employees, providing or arranging for needed development and training.
- Develops performance standards. - Recommends selections for subordinate nonsupervisory positions. Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building.
- Provides management advisory services in counseling, advising management on developing and maintaining the proper balance between organization strategic plans and goals and human resource development programs.
- Conducting systemic studies to develop management interests.
- Collaborates with the staff/managers to develop and implement policies, procedures, and guidelines which institute processes for work to run as effectively and efficiently as possible.
- Implementations may require recommendations for changes in established process and procedures which help workflow of applicable sections.
- Conducts data reviews and analyzes data results, identifying any data trends and making recommendations for updating or creating new processes and procedures to help increase workflow.
- Pro-actively briefs senior management regarding key Human Resources trends, risks, threats, and other significant issues ensure HR action taken conform with the laws and regulation governing federal civilian personnel and negotiated labor management agreements.
- Identifies problems and develops workable solutions.
- Researches and responds to a variety of time sensitive information requests (Taskers) from the Director's Office.
- Addresses employee's medical issues.
- Researches pressing issues to provide sound, well informed recommendations to management.
- Maintain appropriate internal controls

Qualifications

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 level in the normal line of progression for the occupation in the organization. Examples of specialized would typically include but are not limited to: Knowledge of advanced HR principles, concepts, and practices in providing management advisory services to the above organization in resolving or making recommendations on complex or precedent setting problems and issues that affect the implementation and administration of VARO HR programs, and in developing implementing, evaluating and improving HR processes and procedures. Knowledge of performance and conduct-based actions and adverse actions, and knowledge of MSPB and EEOC procedures. Ability to interpret federal personnel laws using initiative and resourcefulness in extending or redefining guidelines or deviating from traditional principles and practices. Ability to provide expert advisory services regarding management-employee relations matters such as performance issues, conduct actions, grievances, appeals, and labor management partnership.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

2. Managing Human Resources: Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.
3. Analysis and Problem Solving: Applies the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action.
4. Planning and Evaluating: Determines objectives and strategies; coordinates with other parts of the organization to accomplish goals; monitors and evaluates the progress and outcomes of operational plans; anticipates potential threats or opportunities.
5. Communications: Effectively expresses information to multiple audiences through clear, convincing oral and written communications; demonstrates logical thinking when describing facts and concepts, and shapes communications to meet the needs of a specific audience; actively listens to others and demonstrates understanding of their comments and/or questions.
6. Interpersonal Skills: Shows understanding, friendliness, courtesy, tact, empathy, cooperation, concern, and politeness to others; relates well to different people from varied backgrounds and different situations.
