Job description

Summary This position is in the Business Office of the NY Harbor Healthcare System. The primary purpose of this position is to supervise and lead the Business Office in the administration of the Business Operations of the New York Harbor. Responsibilities Develops plans for the New York Harbor and collaborates with the Associate Director in order to accomplish established goals. Represent the healthcare system when dealing with a variety of contacts both internal and external, in processing of patient financial inquiries, negotiations with carriers and legal counsel relating to recovery issues. Make recommendations and decisions about process improvement. Provides updates on program activities to the Facility Director and Associate Director. Coordinates and integrates operations of the Business Office sections and provides guidance and instructions for operations and guidance in the interpretation of regulations and policies. Participates in the development of both long and short-range policies and plans for the organization by coordinating the Business Office needs of the Medical Center. Develops and maintains a quality management program to monitor network cost recovery activities. Develops and analyzes statistical reports. Analyzes VISTA data systems and other cost recovery reporting systems to compile accurate data for reporting. Establishes and monitors plans for achieving the goals and objectives of the Business Office. Communicates and deals effectively with all levels of management including network staff, facility management and cost recovery coordinators, clinicians, vendors, insurance carriers, VA Headquarters staff, legislators and others impacted by recovery activities. Performs other duties as assigned. Work Schedule: Monday through Friday 8:00am-4:30pm Virtual: This is not a virtual position. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the CPAC, Intake, Outreach, DOD Tricare, HIMS, and Fiscal third-party billing regulatory guidelines which comprise or contribute to the business operations. Knowledge of associated recovery processes such as, coding, agent cashier etc. Organizational skills to develop techniques to measure overall program efficiency and effectiveness. Ability to analyze and interpret diagnostic measures and reports. Knowledge of regulatory guidelines, legislation, statutes, policies and procedures and VISN, VHA, CPAC Directives which pertains to eligibility to develop policy documents, technical assistance papers and other materials requiring in depth knowledge of the organization. Knowledge of budget planning, fund control management and cost containment. Knowledge of human relations, personnel management, EEO, union/labor relations. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
