You will serve as a SUPERVISORY PROGRAM MANAGER in the Navy Reserve Community Management Division (BUPERS-35) of MILITARY COMMUNITY MANAGEMENT DEPARTMENT (BUPERS-3).Qualifications:To qualify for the Information SUPERVISORY PROGRAM MANAGER, GS-0340-13, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience as the subject matter expert in generating and developing new policies and procedures for the Department of the Navy. Navy Reserve manpower, personnel, and community management.
- Experience understanding the principles, practices and the utilization of the Total Force Manpower Management System (TFMMS), Navy Retention Monitoring System (NRMS), Officer Assignment Information System (OAIS), Enlisted Assignment Information System (EAIS), Online Distribution AD HOC Information System (ODIS), Data Retrieval Facility (DRF), Navy Reserve Data Warehouse (NRDW), and Microsoft applications.
- Experience as the subject matter expert providing a wide range of technical methods, principles, and concepts of agency program objectives, policies, and regulations pertaining to manpower requirements, officer programmed authorizations (OPA), enlisted programmed authorizations (EPA).
- Experience applying a comprehensive and thorough knowledge of laws, regulations, and instructions to reserve officer and enlisted manpower resource management.
- Experience retrieving, analyzing, and reviewing manpower metrics and data to develop and present briefings and long-range forecasting.
- Extensive experience utilizing analytical skills to identify, interpret, and apply logical and cognitive reasoning to problems to recommend and affect alternative solutions to resolve conflicts.
- Extensive experience in comprehensive manpower management policies and billet structure including executing billet shifts, trades, transfers, and deletions.
