Job description

Duties

As a Supervisory Budget Analyst (Deputy Director), you will:

  • Serve as the Deputy Director of the Office of Budget.
  • Provide expert advice to management on funding investments across a diverse research, development and deployment (RD&D) portfolio based on analytical findings of return on investment, political sensitivities, and other congressional requirements.
  • Facilitate the development and refinement of EERE corporate goals, corporate and program multi-year planning, and corporate budget formulation through strategic principles and portfolio analysis.
  • Direct the analysis of key market and technology issues impacting policy development and near-and long-term issues as needed.
  • Provide legislative development or analytical support to EERE Program Offices relative to significant legislation related to or impacting EERE programs.
  • Direct the continual review of actual financial performance against the financial plan.

  • Occasional travel may be required.
  • This position is not included in a Bargaining Unit.

Qualifications

BASIC REQUIREMENT:

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as meeting at least 2 of the following:

  • Demonstrated experience planning, directing, or coordinating the financial activities an organizational unit responsible for leading budget formulation and execution of a multi-billion-dollar budget, including planning, analysis, budget formulation and execution, and audit for a large and complex organization.
  • Demonstrated experience applying budget-related laws, regulations, policies, precedents, methods, or techniques to recommend approval, disapproval, or modification of budget requests and justifications.
  • Demonstrated experience in ensuring funds control compliance with budget floors/ceilings and statutory/administrative limitations imposed by Office of Management and Budget guidelines and performing in-depth analysis by reviewing financial and operational documents and other program reports for the development of recommendations to resolve problems such as funding shortfalls.
  • Demonstrated experience providing analysis of new or revised legislation to ascertain financial impact on operations and advising senior staff on the management of financial and personnel resources to include providing financial management leadership, technical assistance, and problem-solving advice to management staff including administrative personnel for phases of the budget process.
