Job description

AMSG is seeking a Senior Budget Analyst to support the Office of the Under Secretary of Defense for Research and Engineering, Director, Technology Industrial Innovation Base (TIIB) Manufacturing Technology Program Support Services (MPSS).

Education & Years of Experience: Bachelor's degree from an accredited college or university is required, preferably in a financial or accounting related field AND Five (5) years' recent and relevant work experience.
Required: Certified Defense Financial Manager (CDFM) desired.
Clearance Required: Secret
Period of Performance: May 2024 – May 2029
Requirements: The Candidate will be knowledgeable of appropriations law and limitations, the federal budgeting process, and DoD PPBE System.

  • Proficient in DAI system processes and tools.
  • Experienced with Microsoft Excel for financial management and Microsoft Visio for process documentation.
  • Familiarity with G-Invoicing processes and tools for creating and updating 7600a agreements GT&C and 7600b Orders.
  • Basic knowledge of process documentation tools and techniques and experience in their application.
  • Experience in the creation and maintenance of Excel-based pivot tables and coding in VBA with Excel is preferred.
Background: The Department of Defense (DoD) Manufacturing Technology (ManTech) Program is composed of the Military Service and DoD Agency investment programs operated out of the Army, Navy, Air Force, Defense Logistics Agency (DLA), and Office of the Secretary of Defense (OSD).
The OSD ManTech Office is responsible for administering the DoD ManTech Program by providing central guidance and direction to the Component ManTech Programs as authorized under 10 United States Code § 4841 (originally numbered 2521). ManTech focuses on cross-cutting defense manufacturing needs – those that are beyond the ability of a single service to address – and stimulates the early development of manufacturing processes and enterprise business practices concurrent with science and technology development to achieve the largest cost-effective impact. ManTech facilitates developments to enable delivery of advanced manufacturing capabilities to support our warfighters.
Along with providing oversight to the DoD ManTech Program, ManTech manages the Defense-wide Manufacturing Science and Technology Program (DMS&T) program element (PE) funding (~ $250 million per year) to create and sustain a manufacturing innovation ecosystem via activities within the following three projects:
(1) The Manufacturing Science and Technology Program (MSTP) focuses on cross-cutting defense manufacturing advancements and stimulates early development of manufacturing processes and enterprise business practices.
(2) The DoD Manufacturing Innovation Institutes (MIIs) – nine public/private partnerships with members from industry, academia, and federal and state governments – mature manufacturing processes and build out a supporting ecosystem as a part of a government-wide Manufacturing USA Network.
(3) The Manufacturing Education and Workforce Development (M-EWD) project provides strategic leadership of advanced manufacturing talent development with a focus on the Defense Industrial Base (DIB) and Organic Industrial Base (OIB) to ensure the affordability and availability of Career and Technical Education (CTE) infrastructure needed to prepare and sustain a diverse advanced manufacturing workforce. ManTech is expanding in 2025 to execute Advanced Manufacturing Components & Prototypes Program (AMCAP) PE funds to enable transition of promising advanced manufacturing processes and technologies from middle Manufacturing Readiness Levels (MRL) to higher MRLs through the scale up of advanced manufacturing methods, development of related tools, and application of secure supply chains for the defense industrial base.
Within the Assistant Secretary of Defense for Science and Technology (S&T) Enterprise, the S&T Futures Directorate provides policy and oversight of the ManTech to firmly establish and effectively coordinate the linkage between emerging technologies, industrial policy, and manufacturing. ManTech is integrated with the Joint Defense Manufacturing Council (JDMC) to support the JDMC mission to identify risks, resolve enterprise issues, and advance the defense manufacturing enterprise with the authorities and resources of constituent JDMC members. The mission of the Executive Director, Systems Engineering and Architecture (ED(SE&A)) is to establish, maintain, and propagate state-of-the-art engineering practices for DoD and Chairs the JDMC-chartered Digital Manufacturing Enterprise (DME) Working Group (WG). In support of ManTech and ED (SE&A), the DME WG recommends initiatives to advance capabilities for DoD enterprise, opportunities, and gaps, including cybersecurity concerns with the Digital Thread, DME policy and guidance, creation, or modification of DME standards, and collaboration to share digital manufacturing lessons learned across the DoD enterprise.
Scope: This contract will provide the following support: administrative, communications, M-EWD, cybersecurity, technical, financial, analytical, joint/interagency organization, and program advice to assist ManTech and the ED (SE&A) in accomplishing their missions and objectives.
The Contractor will provide planning and analytical support to ManTech project managers, process funding actions, track commitments and obligations, track expenditures, and prepare scheduled and assigned reports for financial management and execution. Analysts will work with ManTech leadership and budget counterparts in the Military Services and the OUSD (S&T) Research & Technology Office with responsibility for ManTech Program oversight. ManTech complements DAI data with a ManTech Execution Tracking Tool (METT) to monitor performance of hundreds of annual funding actions to ensure adequate expenditure planning and identification of poorly performing projects for management action. The METT uses Excel with Visual Basic for Applications (VBA) coding to integrate data from dozens of Excel workbooks to generate filterable pivot tables and graphs for execution analysis.
Planning and Analytical Support:
  • Collect and provide financial data in the formats required to support ManTech government project manager (GPM) development and update of annual spend plans and forecasts, conduct quarterly program reviews, prepare monthly budget reports, and submit weekly internal financial reports.
  • Reference annual Appropriations Management Reserves data provided by S&T Futures and the government Financial Manager, maintain internal tracking tools, and use Defense Agencies Initiative (DAI) to validate or enhance financial products.
  • Process Funding Actions - Collect, validate, and file required documentation for program funding actions according to a ManTech provided file plan and naming conventions.
  • Prepare Military Interdepartmental Purchase Requests (MIPRs), Purchase Requests (PRs), Miscellaneous Obligation Reimbursement Documents (MORD), and related funding documents to ensure the efficient commitment and obligation of approximately $250M-$350M program funds annually. The historical annual workload for funding actions is between 150 and 200 initial funding actions per year plus additional actions to process corrections, issue amendments, return funds, cancel issuances, and re-issue document as required to ensure timely and efficient budget execution.
  • Track Commitments, Obligations, and Expenditures - Monitor ManTech Program execution, including submission of required documentation for release of funding, and follow up on distribution of funding, monitoring of obligation and disbursement rates for funded projects, and documentation of annual expenditures.
  • Track Open Commitments, ensure timely receipt and filing of acceptance documents (i.e., DD Form 448-2) and obtain signed Contract Modifications or similar evidence required to process funding actions from draft to issue, acceptance, and obligation in the DAI system.
  • Coordinate with receiving agency Financial Analysts and Program Managers to complete obligations within OSD execution process guidelines and benchmarks.
  • Calculate and report commitment, obligation, and expenditure rates for use by ManTech in Quarterly Program Reviews (QPRs), Monthly Budget Execution Reviews, similar periodic financial management reviews directed by senior OASD(S&T) leadership, and other financial briefings.
  • Track, analyze, and report program expenditures using DAI and the METT.
  • Conduct research, contact responsible parties, collect data, coordinate as needed with Washington Headquarters Service (WHS) Financial Management Division, and reconcile issue items in the master Advana database in response to the Dormant Accounts Review – Quarterly (DAR-Q) task.
  • Prepare input for and analyze reports from electronic financial and budget planning systems to include DAI, G-Invoicing, Hyperion, DTIC R2 (Comptroller Budget Exhibit), Advana DAR-Q, Corporate Electronic Document Management System (CEDMS), and others as required.
Respond to Periodic Program Execution Status Reporting Tasks:
  • Prepare and submit a weekly execution status report to the ManTech Director.
  • Provide monthly execution status reporting data to support the Open Commitments Report, Budget Report, Budget Execution Review briefing, Execution Status Report, and other reports when directed.
  • Respond to quarterly tasks to provide execution data for R&E QPRs and METT analysis and reporting.
  • Assist in preparation of required documentation to support the DoD PPBE process, Research, Development, Test, and Evaluation (RDT&E) Descriptive Summary (R1-R4), Budget Issue Papers, and Support documentation for Program Decision Memorandum.
  • Prepare and participate in Mid-Year reviews and other PPBE meetings.
  • Assist in developing the Program Objectives Memorandum (POM) and Budget Estimate Submission (BES) to include developing budget proposals, corresponding issue nominations, and detailed budget justification material (R-Forms, P-Forms).
  • Support the ManTech PMs in conducting analysis for continuing resolution (CR) funding requirements and execution. Historically, CR actions may occur one to three times per year.
  • Conduct an annual program management support data call and provide details to the ManTech PMs for internal planning and tracking.
  • Respond to the annual National Science Foundation R&D Survey.
  • Provide financial data to support unique, aperiodic budget-related tasks as directed (e.g., program support for technologies identified by DoD as critical, Spending Cross-Cut reporting, and Inspector General requests).
Process Documentation:
  • Document internal financial processes and workflows using Microsoft Word and Microsoft Visio to create standard, repeatable processes to execute and manage program funding. ManTech will set priorities for processing documentation consistent with the task workload and provide guidance and templates.
  • Maintain financial processes and workflows and update as needed to ensure they stay current and reflect systems used, changes to procedures, approvals, and other factors that influence how tasks are completed.
