Duties
Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.
This position is located in the Office of the Chief Financial Officer, Division of the Controller, Portfolio Servicing and Accounting Division, and is under the direct supervision of the Vice President and Controller. The Department is responsible the accounting and servicing of the Bank's loans, guarantees, insurance, and related claims, debt rescheduling programs and certain administrative accounting.
Duties include, but are not limited to:
  • Supervises a staff of professional accountants and technical support personnel comprised of first-level supervisors and staff accountants and accounting technicians (serving as the second-level supervisor for staff accountants and accountant technicians).
  • Responsible for the overall planning, direction, and timely execution of the credit servicing activities for EXIM's program portfolio of loans, guarantees, insurance, claims, and miscellaneous administrative accounting.
  • Manages the recording and various complex aspects of servicing of EXIM's insurance, loan, guarantee, and claims credit activities such as disbursements of loans, claims, commission payments, and participant shares, processing of premia, fees, repayments, and recoveries. Responsible for the application of funds received and premium activity to the proper credit and/or general ledger account. Prepares and manages the preparation of customer bills for outstanding principal, interest, and fees.
  • Systematically reviews operations and changes to Bank programs and policies relate to the Division's responsibilities. Recommends and provides detailed specifications for changes to the accounting, reporting and/or transaction systems to incorporate changes in Bank programs and policies.
  • Monitors and reconciles various sub-ledger accounts to ensure proper support of general ledger balances in support of ongoing operations, accounting, and monthly general ledger closings.
  • Responsible for ensuring credits are properly accounted for in the general ledger and the financial system. Responsible for proper application for funds received to rescheduled credits, processing of any participant shares, preparation of bills.

Qualifications
Basic Requirements:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below:
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
AD-00: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
  • Experience in credit servicing activities for Federal Credit Reform Act transactions post their underwriting and approval completion. This includes developing financial system needs to support new and existing credit programs and certain admin accounting and processes.
  • Experience using technology to lead a staff of professional accountants and technical support personnel in the preparation of complex sub-ledger (i.e. Accounts Payable and Accounts Receivable) reconciliations with general ledger accounts to ensure accurate recording of financial data in automated financial systems and leading analyzes of large sets of complex data to properly record financial data in accordance to U.S. Generally Accepted Accounting Principles (GAAP) in critical financial systems.
  • Experience influencing colleagues, staff, supervisors, various level of senior leadership, and other agencies or organizations on various aspects related to general administrative accounting matters, direct loan, loan guarantee, insurance, and claims portfolio servicing; AND
  • Experience as an independent financial auditor or in supporting financial audit needs, including discussions with auditors, company staff, and coordination of supporting documentation and supporting accounting requested by the auditors from multiple Divisions. (experience in internal controls compliance does not qualify)

Education cannot be substituted for experience at the AD-00 grade level.
