Qualifications: This is a non-bargaining unit position.To qualify at the GS-15 level, applicants must have at least six years of specialized experience as a practicing attorney.

Specialized Experience is defined as experience which is in or directly related to the line of work of this position and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience for this position includes:
- Expansive experience analyzing, interpreting, and applying laws, regulations, court decisions and other legal documents relating to federal personnel law, Title VII, the FTCA, the FOIA, and actions arising under Bivens v. Six Unnamed Agents of Federal Bureau of Narcotics.
- Superior legal research, analytical, writing, and oral communication skills.
- The capacity to function with substantial independence, as a supervisory attorney, including reviewing, editing and providing constructive feedback on the work of the staff attorneys within the Litigation Division.
Preferred Qualifications: In addition to meeting to the above qualifications, the ideal candidate will have experience in all areas of the Division's legal practice.
- Expansive knowledge and experience reviewing and providing legal analysis of the substantive and procedural aspects of laws related to Merit Systems Protection Board (MSPB) litigation; Equal Employment Opportunity Commission litigation; Federal Court Title VII litigation; Bivens cases; license revocations denials; and FOIA and FTCA litigation.
- Extensive knowledge and experience providing authoritative legal advice on new or complex issues arising from Federal litigation matters and claims.
- Extensive experience in original thinking, mature judgment, and sound reasoning as new problems of law, policy and procedures are presented for solution.
- Extensive experience providing independent judgment and showing foresight in recognizing matters of precedential nature.
Veterans' Preference: ATF attorney positions are in the excepted service. There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, ATF considers veterans' preference eligibility as a positive factor in the attorney hiring process.
