Work Arrangement: Onsite out of Oakland
SUMMARY OF DUTIES:
The Mechanical Superintendent I, has the responsibility and oversight for the activities associated with car and locomotive shops, repair-in-place tracks, and Service & Inspection terminals for the Oakland Maintenance Facility (OMF) on the West Division as well as oversite for contract services such as Drummac, at various outline maintenance points as well as oversight of various Labor Agreement personnel associated with mechanical maintenance operation. Specifically, the Mechanical Superintendent I oversee all the mechanical operations in various locations on the West Division in California including Oakland, Sacramento, Bakersfield, Auburn, and San Jose. In addition, the position serves as mechanical point of contact for multiple state supported services and contracts in the division such as Caltrans, Capitol Corridor Joint Powers Authority (CCJPA), San Joaquin Joint Powers Authority (SJJPA), Siemens and other Consulting agencies. Mechanical Superintendent I, will report and take directions from the Senior Director Mechanical Operations West.
ESSENTIAL FUNCTIONS:
- Oversees and directs from conceptual design to project implementation and close-out, the planning, development, integration, estimating, scheduling, and management of resources required to accomplish all aspects of short- and long-range inspection and mechanical service activities within scope, schedule, and budget.
- Coordinates inspection and mechanical service activities with internal constituencies such as Transportation Operations and Rolling Stock Engineering and local commuter, regional, and state organizations as appropriate.
- Directs the strict implementation of maintenance alerts, FRA and FDA regulatory requirements, supplier maintenance instructions and SMPs.
- Implements inspection and servicing process improvements as appropriate to support geographically and temporarily extended areas.
- Develops and implements inspection and mechanical service-related safety plans and programs.
- Provides guidance and direction to cross-functional teams, including process focus teams, to ensure proper management and control of inspection and mechanical service project schedules, financials, and resources.
- Oversees the development and implementation of goals and objectives required to safely and efficiently complete inspection and mechanical service programs and projects within scope, schedule, and budget.
- Monitors the status of materials procurement and ensures proper materials installation.
- Monitors productivity to ensure efficient resource utilization and adjusts and procedural changes as required.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in engineering or in a related field or the equivalent combination of education and training/experience.
- Demonstrated knowledge of railway and rail transit rolling stock to include extensive servicing, repair, and maintenance program experience.
- 13+ or more years of relevant experience (17 or more years of relevant experience in lieu of a degree)
- Demonstrated leadership experience.
- Demonstrated experience in project and inventory management; technical supervision; quality control; planning, organizing, and scheduling for procedural and operational methods.
- Demonstrated experience in budget and financial control, contract management.
- Demonstrated experience communicating orally and in writing within the corporation and externally.
- Demonstrated process management experience.
- Demonstrated knowledge and experience related to safety program methodology and its application.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
- Strong leadership and decision-making skills.
- Strong organizational and critical thinking skills.
- Excellent oral and written communication skills in combination to administer effective presentations.
- Demonstrated knowledge of hospitality or travel industry operations.
- Demonstrated knowledge of railway engineering regulatory requirements (i.e., AAR, AREMA, FTA, FDA, and FRA).
- Knowledge of accepted industry quality standards and the ISO quality procedure.
- Ability to recognize opportunities for change designed to address chronic issues and concerns.
- PC skills including word processing, spreadsheets, and presentation software.
- Ability to travel 10-20%.
PREFERRED QUALIFICATIONS:
- Bachelor’s degree in engineering or in a related field.
- Demonstrated knowledge of domestic and international railway engineering regulatory requirements.

- Will be in the field subject to walking on uneven surfaces, climbing over obstacles, and working in tunnels and restricted spaces during investigations.
- Will be in the field working around maintenance facilities and rail yards during investigations and remediation implementation.
- Will be working around, under, and in diverse types of passenger cars and locomotives.
- Constantly communicates, comprehends, and responds to verbal statements and instructions, both orally and in writing.

- Frequently or occasionally subject to travel throughout and outside the region as required (e.g., via airplane, train, automobile).
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
PAY TRANSPARENCY:
The salary range is $148,000. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
