Job Description
POSITION SUMMARY: The Program Manager is responsible for the overall administration of the NVIH Substance Use Disorder Program; this includes planning, organizing, and coordinating all aspects of the program. The SUD Program delivers community based preventative services (alcohol and other drug, tobacco/vaping, risks of overdose, domestic violence, Adverse Childhood Experiences) at a variety of settings such as schools, local detention centers, community offices, treatment facilities, homes and NVIH clinic locations. The SUD Program Manager establishes and maintains partnerships with community members, agencies and resources to identify and address individual patient and population needs.
ESSENTIAL JOB FUNCTIONS: The list that follows is not intended as a comprehensive list, but rather to provide a representative summary of the major duties and responsibilities. Incumbent(s) will be required to perform a variety of duties listed, including but not limited to:
  • Administrative supervision (review and approve requests for time-off and oversee timesheet submissions; receives and responds to employee call-off notifications; determines and coordinates scheduling; and complete performance evaluations)
  • Clinical supervision (provide consultation for assessment, treatment planning, individual and group treatment interventions, discharge summaries and case conceptualization; ensure that all patients meet admission criterion and have a Substance Use Disorder diagnosis)
  • Develops and implements program policies and procedures in compliance with state and federal regulations; maintains applicable program licensing, certification and accreditations.
  • Monitors program for compliance with state and federal laws; assists government officials with program audits; may respond to audits and recommend program changes.
  • Selects, assigns, trains and monitors program staff; develops and facilitates continuing education and staff development opportunities (client confidentiality, reporting and record keeping requirements, evidence-based interventions, culturally competent and trauma-informed care, etc.)
  • Compiles and maintains accurate records of NVIH-funded residential treatment, intensive outpatient, and sober living environment placements for eligible program participants
  • Conducts program staff meetings and case conferences; provides coaching and support to direct reports to ensure productivity and that client care expectations are met.
  • Maintains caseload of patients; plans and provides individual, family and group counseling sessions to those impacted by Substance Use Disorders.

Gathers and analyzes data, prepares a variety of reports (requirements for program-specific grants, month-end board reports, etc.).
  • Other duties as assigned.

Experience and Skills
REQUIRED QUALIFICATIONS
The following knowledge, skills, and abilities are required for an employee to successfully perform their duties.
  • Licensure as a Clinical Psychologist, Licensed Marriage & Family Therapist, or Licensed Clinical Social Worker with a minimum of 2 years post licensure experience.
  • Two years of experience providing counseling and/or case management services in a Substance Use Disorder treatment program.
  • Professional knowledge of and aptitude in the application of evidence-based practices for the treatment of Substance Use Disorders and co-occurring conditions.
  • Has demonstrated the ability to work with diverse populations (experience working with Native Americans is highly desirable)
  • Work independently under limited supervision, prioritizes work assignments,
  • Demonstrated competence in reacting to and handling high stress situations.
  • Leadership skills in supervising, coaching, counseling and managing performance of support staff.
  • Strong organizational, problem-solving and analytical skills with acute attention to detail to write and review various reports;
  • Exemplifies excellent interpersonal skills and ability to work as part of a multidisciplinary team
  • Current BLS CPR Certification
  • Must have valid California driver's license and reliable transportation.
  • Complete Annual TB screening
