SUMMARY: Step Up on Second, a nationally recognized nonprofit Mental Health and housing provider currently has opportunities for a Master Level Mental Health Service Coordinator in San Bernardino. Step Up is a Department of Behavioral Health contractor with Mental Health Service Administration (prop 63) and Medi-Cal funded programs.

The teams and positions are field based and interdisciplinary in structure. All programs provide DBH/Medi-Cal services, comprehensive Mental Health services and psychosocial rehabilitation, medication management, collaterals and crisis intervention in a field and office based setting.

The Program Manager is responsible for the daily program operations of Step Up’s DBH MHSA Housing Full Service Partnership (FSP) program. The Program Manager leads, administers and oversees program services and team members who assume responsibility for providing direct services to adults experiencing serious Mental Health issues and who are housed or soon to be housed in scattered site, supported housing units throughout San Bernardino County. The program provides 24/7 on call coverage to members to provide the highest quality of life in the least restrictive community setting possible. This position reports to the Director of Clinical Programs.

RESPONSIBILITIES: The following reflects essential functions for this job but does not restrict other tasks, which may be assigned.

Program Administration:

  • Oversee program outcomes to meet contract budget and revenue requirements.
  • Direct day-to-day clinical operations. Supervise, manage and support team members to ensure appropriate coverage and services to the client census.
  • Signature Authority for direct reports, timesheets, mileage, check requests and performance evaluations.

Staff and Program Participant Support:

  • In collaboration with Director of Clinical Services takes a lead role in staff hiring and on boarding process. Ensure team members have proper training and understand their job and role on the team. Connect staff to QM or clinical supervisors as needed for additional training and guidance.
  • In coordination with the Director, communicates with DBH and other partners in community; coordinates client outreach and admission process.
  • Coordinates day and on call schedule and coverage. Provides clinical direction and guidance to team members on progress of all cases.
  • Assume responsibility for any outside communication written or verbal, with team members.
  • Provide clinical support and supervision to team members, referring any administrative and/or clinical issues outside scope of practice to Director of Clinical Services.
  • Coordinate Nursing and Psychiatrist services with Director of Nursing and local Lead Nurse.

Quality Assurance and Reporting:

  • In coordination with the Quality Assurance Manager, implement and follow Quality Assurance activities to meet Medi-Cal Standards and protocols; monitor Welliegent EHRS; determine and review appropriate use of program services, accuracy of documentation and third-party payment requirements compliance and ensure staff mastery of QA requirements. Authorize or co-sign paperwork as warranted.

Community Engagement:

  • Participate in DBH, QA, Continuum of Care (COC) committees and meetings as requested.
  • Attend regular Step Up management level meetings as well as local service area meetings as assigned.

SKILLS: Knowledge of or experience with DSM V diagnoses, assessment of level of functioning, DBH documentation, EBP’s such as Motivational interviewing, DBT, Cognitive Behavioral Therapies, Trauma Informed Care, Housing First, etc. Ability to work independently and collaboratively on a team. Initiative and solution focused practice. Uses good time management skills and resources to balance case load direct service and paperwork.

QUALIFICATIONS: Licensed Marriage Family Therapist, Licensed Clinical Social Worker or Licensed Professional Clinical Counselor with a minimum of 2 years of experience working with adults with chronic Mental Health diagnoses. Experience supervising staff and interns, extensive knowledge of entitlements, excellent case management skills, communication skills and experience working on a team with paraprofessionals. Strong computer skills with Windows applications and Electronic Health Records. Must have own transportation and current California driver’s license and insurance. Position requires frequent driving and transporting. Must be fully vaccinated for Covid-19.

SUPPLEMENTAL INFORMATION: Work with people experiencing homelessness whether on the streets, in shelters or other places of habitation or services, may present inherent challenges and difficulties such as: exposure to bed bugs or other infestations, unpleasant smells or odors, individuals who may have poor hygiene or unclean homes due to homelessness, Mental Health symptoms, or poverty. Additionally, in working with our members, employees may encounter instances of profanity, sexually explicit or derogatory language, or verbal or physical expressions of anger and trauma. Very rarely do these situations ever escalate to physical contact, and negative or derogatory communication patterns can often be negotiated successfully. All direct care staff are provided adequate training to develop skills to deescalate crisis situations that may arise and Step Up has established procedural safeguards for all employees to mitigate (but not eliminate) these inherent risks of employment.

PHYSICAL REQUIREMENTS: While performing the duties of this job, the employee is regularly required to sit; use hands and fingers; handle or feel; reach with hands and arms; talk; and hear. The employee is frequently required to walk, balance, stoop, kneel, and/or crouch. The employee must occasionally lift and/or move up to 15 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus. Keyboard data entry required.
