Job description

Summary The National Counterproliferation and Biosecurity Center (NCBC) leads the Intelligence Community and the interagency to counter and halt the proliferation of weapons of mass destruction, their delivery systems, related technologies, and expertise. The NCBC also serves as the lead for the integration, mission management, and coordination of intelligence activities pertaining to biosecurity and foreign biological threats Responsibilities As a Strategy Management Officer within the Office of Advanced Capabilities (OAC), lead NCBC and the Counterproliferation (CP) community efforts in developing strategies, collection requirements, capabilities, and programs against the hardest WMD-CP requirements, with an emphasis on nuclear weapons and nuclear technology. Plan and complete assessments of IC's progress towards mission and enterprise strategic objectives and determine how well the IC is postured for future environments.

Serve as NCBC's lead for one or more Strategic Initiatives and serve as a NCBC/OAC's focal point for nuclear-related issues, such as proliferation, R&D, enrichment, forensics & attribution; analytics and tradecraft; DOE/IC experimentation and the Nuclear Enterprise Review. Engage senior IC leadership on strategic priorities, opportunities, gaps and interdependencies to link resources to strategy, plan and communicate emerging strategic issues and trends, evaluate them in context of U.S. Government plans and make recommendations for improvements.

Collaborate across government, industry, and academia to apply a comprehensive technical framework towards advancing the IC mission in general, and the WMD-CP mission in particular. Establish, sustain and advance outreach activities within and beyond the IC to ensure longer term strategy development is informed by best practices from the U.S, Government, industry and foreign partners. Understand, support, and represent NCBC's vision and goals as the IC's focal point for counterproliferation coordination and its growing role as an ODNI center.

Foster OAC's mission within NCBC, support it through innovative ideas and actions with R&D, S&T, and emerging technology and tradecraft offices throughout the government. Plan and prepare briefings, reports, and presentations to organizational leadership, senior policymakers, and senior U.S. Government officials in a manner that meets their specific requirements and provide expert analysis and recommendations that ensure IC strategic plans and programs align with strategic objectives.

Advise and engage senior IC leadership on nuclear weapons related strategic priorities, opportunities, gaps, and interdependencies to link resources to strategy; lead and oversee the communication of emerging strategic issues and trends, independently evaluate against IC strategic elements, and make recommendations for improvements. Perform outreach, education, and coordination to develop and cultivate RDI Fund proposals that would advance our WMD CP mission. Serve as a Technical Point of Contact for one or more RDI Fund activities.

Requirements Conditions of Employment Qualifications Mandatory Requirements: Technical competencies associated with advanced and applied technologies and capabilities in support of the Intelligence Community CP-focused missions, with an emphasis on nuclear weapons and related technology. Extensive knowledge of strategy development and planning and a demonstrated ability to identify emerging treads and strategic issues and incorporate these into organizational strategic plans. Demonstrated ability to conceptualize, organize, and draw inferences from incomplete data and present a compelling analysis of findings and issues; expert ability to identify, articulate, document, and mitigate knowledge gaps or alternatives approaches.

Demonstrated ability to communicate clearly, both orally and in written reports, and to logically analyze, synthesize, and evaluate multiple sources of information for their inclusion in briefings and written documents. Demonstrated organizational and interpersonal skills to facilitate diverse forums, manage competing priorities and advocate new ideas/concepts/processes; demonstrated ability to exercise independent judgment on time-sensitive issues and work collaboratively across the IC and Interagency. Desired Requirements: Six years of experience in Nuclear Intelligence Analysis; Nuclear Technology R&D to include technical collection methodologies; or Strategic Planning, Program Management and/or Mission Management.

Bachelor's degree or equivalent experience. Education Bachelor's Degree. Additional Information Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination: The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned. Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
