THE ROLE: The Strategic Sourcing Program Manager is responsible for coordinating and managing the strategic procurement process for assigned categories to ensure the cost-effective acquisition of goods and services for Xylem’s Morton Grove manufacturing facility. These activities include, but are not limited to, the development and execution of procurement strategies, bid process and negotiations, team-based supplier selection and development, and contract management. The main objective of the Strategic Sourcing Program Manager is to effectively manage the strategic procurement process by developing effective supply programs that decrease total cost of ownership and increase efficiencies across the value chain.
CORE RESPONSIBILITIES: To perform the job successfully, an individual must be able to perform each essential duty satisfactorily.
- Lead sourcing activities for all NPI/NPD projects as well as supplier transitions across different categories (ex. Castings, machining, polymerics, fabrication, etc.) and be a point person for smooth transition to operations team after quality validation.
- Lead the development of procurement strategies for assigned categories at the Morton Grove site in alignment with Global Procurement ensuring cost-effective results and ethical procurement practices. Accountable to ensure project timelines are met; critical project tasks are properly aligned with internal and external resources; and the accuracy and timeliness of project milestones are consistently kept up to date.
- Identify and drive major savings opportunities by developing action plans by analyzing current-state category sourcing strategies and develop action plans to achieve those goals while meeting customers and local requirements/standards; Negotiate competitive total landed cost based on policy and targets given by Global Procurement and Morton Grove senior leadership. Drive saving projects in collaboration with Global Procurement and Morton Grove resources.
- Develop supplier metrics to track tangible results in the form of O/T delivery to request/ promise, cost savings, service levels, quality rejection levels (PPM)
- Lead and manage Quarterly Business Reviews including supplier performance, capability development, capacity planning, risk identification and mitigation.
- Continuously gather and maintain pertinent key supplier and market intelligence for assigned categories, such as financial performance, business activities, negotiation history, cost drivers, and supplier performance to support effective decision making, negotiation planning and execution while reducing overall risk to the supply chain.
- Coach employees on effectively managing supplier relationships.
- Responsible for ownership and managing the execution of projects ensuring quality and on-time delivery performance to meet project schedules. Working with Global Procurement, site teams, Quality, Engineering, and various stakeholders, drive results to an agreed upon schedule that aligns with the overall project objectives.
- Constantly monitor project deliverables and effectively communicate with stakeholders (Engineering, Quality Assurance, Marketing, Purchasing, Global Procurement, and site leadership) to ensure all departments/functions are aligned with project deliverables. Identify and mitigate risks/barriers; apply critical thinking to overcome obstacles and utilize escalation process to keep the projects on track.
- Act as a center of excellence for assigned categories through a thorough understanding of industry, competition, key players, future technologies and innovations.
- Effectively execute the supplier performance evaluation and development process with key stakeholders.
- Negotiate, develop, and manage supply agreements for assigned categories.
- Work with key stakeholders to identify, plan, and execute continuous improvement opportunities to decrease total cost of ownership.
- Work with local procurement and operations to implement and monitor inventory policies for assigned categories.
- Lead business reviews to discuss best practices and issues to ultimately improve supplier performance and strengthen business partnerships.
- Provide local support throughout the contracting process, as well as management of contracts post-execution.
- Lead cross-collaboration between the facilities and with other divisions and sites to increase Xylem’s enterprise wide savings initiatives.
QUALIFICATIONS:
- Equivalent Education Level Required: Minimum of a BS or BA degree preferably with Engineering background and Supply Chain or Operations Management/ Business Administration. CPSM, CPM or CSCP certification highly desired.
- Experience Required: 8 – 10 years’ experience in a Supply Management organization performing strategic category/commodity management, supplier relationship management, contract management, negotiating complex purchases, and bidding (RFQ/RFP). Prior experience working in a matrix environment - strong ability to successfully lead, persuade and influence all levels of personnel (including senior leadership) across the organization. Experience with industrial and mechanical categories (e.g., Castings, Machining, metal Fabrications, Motors, Pumps and Contract Manufacturing) highly desired.
- Knowledge Required: Ideal candidate will have a passion for Supply Management as well as a strong drive and ambition to identify and initiate year-over-year improvements. Proven strategic category or commodity management with demonstrated cost reduction and supply base rationalization experience.
Preferred Qualifications:
- Excellent facilitation and analytical skills; interpersonal skills, team building and conflict resolution experience.
- High proficiency in Microsoft Excel and PowerPoint
- Proficient in project management software (e.g., Microsoft Office Project, etc.)

The estimated salary range for this position is $88,500 to $159,000. Starting pay is dependent on multiple factors, such as skills, experience and work location, and is not typically at the top of the range.
