Job Description
We are seeking a highly motivated and skilled Strategic Development Coordinator to direct strategic planning and development oversight and management for the Iowa Department of Health and Human Services. This position is a key member of the Division of Strategic Operations in the Bureau of Performance.
To be successful in this role requires an ability to partner closely with leadership to provide direction and coordinator of agency-wide and division specific Strategic Development and planning efforts. Long term planning, project management, and culture building skills are critical to this role.

Responsibilities:
  • Develop a strategic planning program plan including a mission statement, goals, objectives, policies, and procedures.
  • Develop, implement, and coordinates a framework to build agency capacity for strategic planning efforts for HHS.
  • Develop and provide tools and resources to assist in the standardization of strategic planning processes to ensure best practices, operational efficiencies
  • Collaborate and serve as a consultant for the HHS Director and the HHS leadership team on Strategic Development and planning initiatives.
  • Make oral presentations to HHS leadership regarding Strategic Development and planning efforts
  • Serve as team lead to oversee and manage HHS's Strategic Development team.
  • Determine necessary financial/technological resources, staffing requirements, and evaluation/reporting procedures.

980 Strategic Planning
6 months' experience, 12 semester hours, or a combination of both. Generally, an administrative position (mid to upper level of the management team) is assigned this as one function of their overall job. However, there are some specialists who deal only in strategic planning. Some colleges and universities may now carry this as a major or area of emphasis as part of their business administration or public policy programs. For experience to count, the applicant must have had the responsibility either for coordinating or developing the organization's strategic plan. Sometimes an administrative assistanttype is responsible for a lower level of coordination, i.e., distributing information to managers, collecting what they develop, and putting it into one document; that is not what is sought here. This has to be experience to the point that the individual knows the following:
  • What a good strategic plan looks like
  • How to prepare a plan
  • How to monitor progress and ancillary planning
  • How to speak knowledgably for the organization about the plan

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to five years of full-time professional-level work in program administration, program development, program operations, or management.
2) A total of nine years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
3) All of the following (a, b, and c):
a. Three years of full-time professional-level work experience in program administration, program development, program operations, or management; and
b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 2 or two years of full-time work as an Executive Officer 1 or comparable specific management-level position.
