Position Summary

This position is responsible for performing work in monitoring and implementation of construction projects, focusing on project management, construction scheduling, erosion control, and site maintenance. Duties include daily field communication and assisting in the development construction process.

Essential Duties and Responsibilities

  1. Responsible for compliance with Environmental Protection Agency (EPA), Iowa Department of Natural Resources (IDNR), and local regulatory agency regulations.
  2. Processes work orders with vendors within budget and contract scope, and per the direction of the project manager and vice president of Land Development.
  3. Operates and maintains company-owned field equipment to support job functions.
  4. Reports job-site activities to the project manager and vice president Land Development.
  5. Manages vendors in accordance with construction schedules and budgets.
  6. Assists with related business activities inside and outside the office as directed by management. These activities include site maintenance and site clean-up operations, site supervision, construction staging, project management, and progress monitoring.
  7. Assists with cost estimates and bidding process for project related items including earthwork, utilities, and paving.
  8. Assists with field related activities for contract projects including erosion control and regulatory compliance.
  9. Acts as a communication liaison between Hubbell Homes builders, vice president of Hubbell Homes, project manager, and vice president of Land Development, in regard to site conditions, problems and solutions in the field, and construction process status.
  10. Interacts with builders, homeowners, municipal inspectors, the IDNR, and EPA for compliance purposes regarding the Storm Water Pollution Prevention Plan (SWPPP) and state and local storm water regulations.
  11. Travels to development sites on short notice to address emergency conditions.
  12. Minimizes costs by performing various labor tasks associated with site maintenance and compliance.
  13. Other duties as assigned.

Requirements

· Associate degree or 2-4 years related experience in engineering, soil sciences, or construction management preferred.

· Two years’ experience in erosion and sediment control and construction inspection with knowledge of erosion and sediment control regulatory requirements preferred.

· Construction and site development experience preferred.

· Basic knowledge of the principals and practices of sediment control, working knowledge of earth moving, construction, blueprint reading, and hydrology preferred.

· Experience in environmental compliance and risk management preferred.

· Proficiency in MS Office including Word, Excel required, GIS mapping software experience a plus.

· Ability to be on call 24/7.

· Ability to work within a given budget.

· Time management skills with strong attention to detail.

· Physical Requirements: Extensive mobility and excellent physical condition. Ability to lift 100 lbs. occasionally to include but not limited to moving sediment and erosion control items from ground to truck bed height occasionally, lift and carry ice-melt from ground to truck bed height on occasion, and shovel snow frequently during the winter. When lifts exceed 100 lbs., other personnel must be contacted to aid and/or use of lifting equipment such as a hand truck, dolly, hoist or lifting straps will be required. Ability to walk moderately long distances over steep and uneven terrain, stand in one position for long periods of time, kneel, bend, crouch, climb stairs and ladders, crawl, etc. to reach items in need of repair. Must be comfortable on ladders and lifts to 15 feet. Tolerance to all extremes of hot and cold weather (below 0 and above 100 degrees) frequently for extended periods of time. Ability to operate all necessary hand tools to make repairs. Ability to drive to and from job sites.

· Valid driver’s license and clean driving record required. Must be able to operate a company-provided service vehicle and all-terrain, four-wheel vehicle.
