The Senior Group Operations Manager will be responsible for the global Military Banking Overseas Division (MBOD) ATM Channel, Debit & ATM Card Processes, and all aspects of MBOD Cash Management.
ATM Channel:
Leadership of the overseas MBOD ATM Channel currently consisting of 276 ATMs in 10 countries. Will be the senior executive in-charge of the channel, team, and associated vendors. The ATM team consists of 2 associates located in San Antonio, Texas and 2 associates located in Mains-Kastel Germany. There will be dotted line management of Technology Support Team in Japan and Korea when those associates are focused on ATM issues. Vendor management is a critical component of this role as associate will be the owner for all critical vendors supporting the ATM channel to include expansion and replacements.
The channel will experience a significant upgrade to the operating systems and technology. In addition, new features such as patching, marketing, and security will be deployed over the next several years. To include possible expansion into new countries. Enhanced ATM reporting will be built in support of changes or service enhancements to include information which will assist the Military Services in the replacement or removal of current locations.
This role will manage the network relationships for the ATM network and be the owner, where applicable, of the vendor contracts. Work will also be invested into the WorldPay platform update to be completed no later than January of 2025.
Cash Management:
MBOD is the primary cash provider in the overseas military communities. This service is vital to the mission strategy both locally and in a downrange capacity. Cash is distributed through the Programs 60 Banking Centers, 276 ATMs, and via the Main Cash Vault in Germany. This role will develop modern cash management processes to include vendor relationships, ATM and Branch limits, daily cash monitoring, connection with Correspondent Banks specifically related to cash orders, Overseas Cash shipments. Enhanced cash management, procedures, and reporting will be created to provide process guidance as money is moved and disbursed via the OMBP network. There will be constant awareness with local correspondent banks related to ordering and ship of cash to Banking Centers and ATMs.
Role will have dotted line connection with the Main Cash Team and Corporate Services team in Europe and will also include Banking Relationship team in the Pacific. While these lines of business will not be direct reports, information and process will be organized in partnership with Home Office Channel Manger.
Debit & ATM Card Networks and Services:
This role has vendor management responsibility for all ATM/debit card third party vendors. This role is responsible for all card network requirements including compliance with Visa network rules, implementing new network rules as required, and updating/creating policies and procedures in compliance with ATM/card networks. Responsibilities also include managing the Card Services production functions including EFT/card disputes, handling suspicious transaction cases, reissuing compromised ATM/debit cards, and coordinating with the card processing vendor on the annual card purge and card reissue processes. Responsible for ordering card plastics, coordinating inventory levels with the ATM/Card processing vendor, as well as responsible for management of the chip technology contained in the ATM and debit cards. This role will provide relevant reporting to the Program leadership team and the government as required. This alignment would add 3 additional FTE to this team who will be transferred from another operations group.

Directly manages 4-8 associates that are typically includes at least one Band 4 associate and other middle managers. May manage department(s) that have 250 plus associates that cover multiple shifts/complex.
