Participates in the forecast of funds needed for staffing, equipment, materials, and supplies to help the Current Planning division's annual budget. Manages consultant work associated with development and engineering projects and other projects as required. Prepares project schedules; responds to and resolves difficult and sensitive citizen inquiries and complaints. Performs related work as required.
- Knowledge of the FDOT principles and practices as applied to the construction and maintenance of highways, bridges and drainage systems; principles of supervision, training, performance evaluation; pertinent federal, state and local laws, codes and regulations; contract writing and review.
- Knowledge of the County's Land Development Code, Southwest Florida Management District ERP basis of review and permitting procedures, and USDA NRCS runoff computation method.
- Ability to prepare clear and concise reports; analyze problems, identify alternative solutions, anticipate consequences of proposed actions and implement recommendations in support of goals; interpret and apply federal, state and local policies, law, regulations and codes; review detailed plans and prepare accurate estimates; understand and follow complex oral and written instruction.
- Ability to manage engineering consultants to effectively outsource projects and optimize review capacity for the County.
- Communicates County engineering philosophy to development review stakeholders and be an ambassador to staff and stakeholders alike.
- Ability to supervisor the Technical Team personnel and serve as the Technical Team Leader to provide final decision/determination on technical design comments, concerns and/or issues.
- Assists and mentors members of the Technical Team.
- Plans, organizes, and conducts technical review, field, and administrative activities related to land development projects.
- Provides recommendations and assistance to the other Current Planning staff members in implementing the technical development regulations and policies.
- Provides technical assistance to citizen groups, collaborate and work with other County departments and State agencies, County Engineer, and County personnel, on internal and external initiatives, projects, goals and objectives.
- Prepares technical reports, summaries and/or supporting documents for Planning Commission Meeting(s) and Board of County Commissioners Meeting(s).
- Knowledge of the principles of civil engineering, materials, methods, and techniques of sites, roads, subdivision, stormwater, drainage, and utility construction as associated with land development projects.
- Provides technical assistance in the review of specialized engineering analysis of stormwater management systems, roadway, and construction matters from other departments.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering or related engineering field. Six (6) years of experience in an engineering design position that involved activities associated civil design, roadway design, stormwater drainage system design, or construction and maintenance. Project Management or supervisory experience required. Experience in the public sector preferred.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Registration as a Professional Engineer in the State of Florida is required.
