Benefit type: Full time, exempt

Schedule: Generally, Monday - Friday, 8:00 am - 5:00 pm, with some evenings, weekends, and holidays depending on program needs.

OVERVIEW:

This classification is responsible for leading an assigned program area and staff to support the District’s goals and to create positive community experiences.

DISTINGUISHING CHARACTERISTICS:

This classification series includes Recreation Supervisor 1, Recreation Supervisor 2, and Recreation Supervisor 3. Increasing levels of scope, responsibility, and complexity in assigned program(s) characterize the different levels in the series.

The Recreation Supervisor 2 classification is distinguished from the Recreation Supervisor 1 with program development, implementation and management responsibilities. The Recreation Supervisor 3 classification is distinguished from the Recreation Supervisor 2 due to the scope and complexity of the assigned program area(s), including supervision through subordinate supervisors.

SUPERVISION RECEIVED:

Reports directly to the Sports Manager. Follows standard processes and procedures without supervision but confirms changes to standard practices and significant decisions in advance.

SUPERVISION EXERCISED:

Provides direction and supervision to staff, which may include recruiting, hiring, training, evaluating and managing performance, developing goals, providing discipline, responding to grievances, and effectively recommending termination responsibilities. May also provide guidance and consultation to other District staff, contractors, and volunteers.

EXAMPLES OF DUTIES:

The information provided below encompasses the typical duties and capabilities linked with this classification. Duties may include, but are not limited to the following:

  • Manages and oversees all staff in program area, including providing direction and leadership to staff and volunteers.
  • Responsible for staff scheduling and reviewing time and attendance, including managing leave requests and time entry approvals.
  • Leads and oversees the development, implementation, and evaluation of assigned programs to meet District goals.
  • Identifies and responds to community needs, program trends, and District strategic programming and outreach goals.
  • Assists in preparing the budget for a program area; works within the established budget; monitors and makes adjustments to remain within budget, including making decisions on staffing levels.
  • Provides for the ongoing care and maintenance needs of assigned equipment and resources, including the maintenance of required records and documentation.
  • Maintains a safe environment for staff and for participants.
  • Organizes, maintains and purchases program area supplies and equipment. Makes recommendations for larger purchases to the Sports Manager.
  • Promotes collaboration efforts with other program areas, departments, agencies, community organizations, and businesses.
  • Responds to questions, concerns, and complaints regarding program service, staff, or operations.
  • Plans, identifies, recommends, and prioritizes opportunities for continuous improvements and/or specific enhancements for the District and the community.
  • Assists in developing, monitoring, and managing program or division budgets; manages contracts and allocates resources.
  • Communicates changes in programs, procedures or focus with subordinates.
  • May represent the District at community events and engagements.
  • May be assigned special projects as needed.
  • Acts as a Mandatory Reporter; reports incidents of child abuse/neglect.
  • Performs other job-related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITY REQUIREMENTS:

The individual in this classification is expected to possess and exhibit the following knowledge, skills, and abilities.

Strong Knowledge of:

  • Principles, development, practices, implementation, and evaluation in assigned program;
  • Project management techniques and methods;
  • Effective supervision, training, and performance management practices;
  • Effective customer service best practices; and
  • Applicable laws, codes, regulations, policies, and procedures for assigned program area.

Skill and Ability to:

  • Demonstrate excellent planning, organization, problem-solving, initiative, prioritization and conflict-resolution skills;
  • Manage a high volume of tasks at one time, including organizing and prioritizing own work and the work of others;
  • Exercise independent initiative and decision-making skills;
  • Work cooperatively with others and create positive, constructive, and respectful relationships with staff and the general public;
  • Analyze data, draw logical conclusions, and effectively interpret policies and procedures;
  • Maintain working knowledge of software programs such as Microsoft Office, including Word, Outlook, Excel, PowerPoint, and other computer programs, as well as operating common office equipment.
  • Effectively communicate with others verbally and in writing, including by phone, e-mail, and in person.
  • Work independently with minimum direction while also working as part of a team and collaborating with others; and
  • Demonstrate a high attention to detail.
Requirements:

EXPERIENCE AND TRAINING:

  • Associate’s degree or equivalent two years of college coursework; AND
  • Three (3) years of experience in area of responsibility and/or performing similar tasks; AND
  • One (1) year of supervisory experience preferred; OR
  • Any satisfactory combination of education, experience, and training.
  • Bilingual in English and Spanish Preferred but not required.

LICENSE AND CERTIFICATION:

  • Possession of, or ability to obtain a valid Oregon driver’s license within 30 days with an acceptable driving history as defined by district driving policy.

WORKING CONDITIONS:

Depending on facility, duties may be performed either indoors or outdoors, which may include working in extreme weather conditions. Work schedule may require evenings, weekends, and holidays depending on shift assignment. The flow of work and character of duties involve normal mental and visual attention much or all of the time. Physical exertion includes frequent walking, bending, and the ability to lift and carry up to 50 pounds unassisted, pushing, pulling, and kneeling in order to deliver equipment and supplies. Work is performed in a fast-paced, busy environment and involves extensive contact with staff and the public. Multiple tasks, frequent interruptions, continuous demands, difficult situations, difficult individuals, and emergencies can be stressful.
