  • The Special Projects Analyst (Program Specialist VI) is selected by and reports to the Director of Medicaid Medical and Dental Benefits Policy (MDBP) in the Office of Policy in HHSC Medicaid and CHIP Services. The Special Projects Analyst performs highly advanced consultative research, evaluation and analysis related to the planning, development, and implementation of Medicaid medical benefit policy. The Special Projects Analyst must be able to find and review, analyze, and synthesize complex information, such as current clinical standards of care, evidencebased practices, peer reviewed literature, contract requirements, and federal and state rules, and communicate findings with a variety of audiences with different levels of experience and expertise.
  • This position will lead MDBP legislative bill assignments, analysis and activities, and manage complex medical and dental policy projects. The Special Projects Analyst must be proactive in seeking input from other staff in the Medicaid and CHIP Services Division and demonstrate the ability to work as an effective team member in crossdivisional activities within HHSC and with other HHS entities. The position effectively communicates and works with all levels of HHS staff, stakeholders, claims administrator contractor staff, the public, providers, and others with varying levels of Medicaid medical benefit knowledge, including executive, political, clinical, and lay backgrounds.

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy.

  • Leads or participates in Special Projects and provides guidance to staff. Leads MDBP legislative bill assignments, analysis, and related implementation activities managing complex medical and dental policy projects. Leads project workgroups to collaborate with HHSC staff and other HHS entities to oversee, gather feedback, and provide interpretation on medical and dental policies, the Texas Medicaid Provider Procedures Manual, and other materials to ensure that the information is accurate and complies with regulation and policy. Attends workgroup meetings and provides recommendations on medical and dental policy information verbally or in writing. Develops, coordinates, supports, submits, and implements policy changes. Leads and participates in implementing changes to Texas Administrative Code rules and the Medicaid State Plan, and other related activities.

  • Performs complex governmental policy analysis and technical research involving federal and state laws, regulations, and guidance, including those for the Centers for Medicare and Medicaid Services (CMS), the Texas Medicaid state plan, the Texas Uniform Managed Care Manual and Contract, the Texas Medicaid Providers Procedure Manual (TMPPM), as well as other relevant sources. Researches, analyzes, and synthesizes medical and dental policy documents, federal and state laws and regulations, clinical licensure requirements, client information, and encounter and claims processing system information to address a variety of issues, requests, or assignments for the MDBP business area.

  • Prepares highquality letters, memoranda, analyses, reports, presentations, agendas, and other assigned writing tasks. Prepares written responses to public, legislative, and stakeholder inquiries and leads or assists with bill analysis. Responds to questions related to medical benefits process for policy development. Reviews documents and facilitates responses to questions or concerns received through our mailbox or from other stakeholder communications. Prepares technical project summaries and keeps Executive and other leadership updated on projects in a timely manner. Documents and escalates issues to the Medical and Dental Benefits Policy Team Managers and Director.

  • Drafts and makes oral presentations on medical benefit policy process and benefit information to a variety of audiences. Presents to groups and facilitates and participates in policy meetings with internal, intraagency, vendor, stakeholder, public, or legislative membership. Responds in timely manner to internal and external communications and requests for current medical and dental benefit policy information. Serves as a resource for internal and external staff, including those recently hired, by providing training, direction, and guidance on the development of medical and dental policies.
