Job Description
JOB DESCRIPTION:
Perform complex consultative services and technical assistance work related to, election processes and election security as it relates to elections. Work includes planning, developing, and implementing election best practices and overall election processes. Responsibilities will include the development of an instructional training program and the provision of consultative and technical support to program staff, other governmental agencies, community stakeholders, and the general public. This position may include training, leading, and/or prioritizing the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
EXAMPLES OF WORK PERFORMED:
• Plan, coordinate, and implement an educational training program based on identified needs related to election processes and election security to state and county election officials.
• Performs election process and election security reviews, as needed.
• Examines information technology control elements to mitigate risks regarding the confidentiality, integrity, and availability of election data and voter registration information.
• Provides recommendations on the use, integration, maintenance, and enhancement of an entity's information technology systems and storage of election data.
• Provides assistance to counties in developing required written policies and procedures required by the Texas Election Code, and Texas Administrative Code.
• Provides training and support on the implementation of election industry best practices as it relates to the administration of elections in Texas.
• Perform related work as assigned.
• Must be willing to travel 50% of the time.
REQUIRED QUALIFICATIONS:
• Graduation from an accredited four-year college or university with major coursework in information technology/security, computer information systems, business administration, government, public affairs/administration, or a related field. Related work experience may be substituted for educational requirement.
• A minimum of 3 - 5 years of work experience related to the election process, information technology/security analysis, or computer information systems.
PREFERRED QUALIFICATIONS:
• Work experience with City, County, State and/or Federal Election processes.
• Working knowledge of web applications supported by the Texas Secretary of State.
• Working knowledge of information security as it related to the Election process.
Knowledge, Skills and Abilities
• Strong verbal and written communication skills.
• Skills in instructing others, in facilitating workshops, and in the use of a computer and applicable software.
• Ability to provide technical assistance or guidance to peers and external clients.
• Ability to formulate learning objectives, to develop training objectives, to evaluate the effectiveness of training, to assess training needs, to communicate effectively, and to assign and/or supervise the work of others.
• Work experience with web-based applications.
• Ability to handle difficult situations and to identify and solve problems.
• Strong analysis, problem-solving and decision-making skills
• Excellent computer skills in Microsoft Office applications.
• Ability to multitask, prioritize, remain focused, and be flexible to changes.
• Ability to maintain a professional demeanor in interaction with others.
• Ability to adhere to approved work schedule and maintain attendance and punctuality.
• Ability to work overtime and extended hours on projects.
• Ability to develop, plan, and implement short- and long-range goals.
• Highly organized; ability to manage multiple projects simultaneously and meet deadlines
• Ability to engage in a collaborative, results-oriented team environment
• A desire to self-reflect, give/receive feedback and continuously improve
