The Senior Project Manager will lead innovation projects and processes that drive how we deliver services to the people of Washington. Your role will involve taking accountability for guiding complex, high-priority projects, offering strategic recommendations to leadership, and influencing agency-wide decisions. You will lead transformative project management initiatives and foster a culture of continuous improvement.

Within the Office of Technology and Innovation (OIT), the Center for Innovative Solutions and Program Excellence (CISPE) provides crucial support for DOH initiatives and projects, promotes standardization, facilitates change, ensures compliance, and encourages innovation.
In this dynamic position, as part of CISPE, you will be responsible for developing practices and processes that define, prioritize, and oversee innovation projects. Your expertise in areas such as design thinking, rapid prototyping, and innovative leadership will play a crucial role in shaping project outcomes. Alongside this, you will lead a dedicated team of PMO staff, serving as a subject matter expert and actively cultivating a culture of project management excellence.
Responsibilities:
  • Establish and foster the innovation project management capability within the Center for Innovative Solutions and Project Excellence (CISPE) by developing and implementing practices for defining, prioritizing, initiating, and effectively managing innovation projects.
  • Provide executive-level consultation on project management matters, including communication, risk management, change management, and project leadership.
  • Offer guidance to leadership on the application of innovative approaches and best practices.
  • Take the lead as the primary Project Manager for major initiatives and design comprehensive training programs to enhance workforce skills in innovation.
  • Oversee the recruitment and hiring of staff, ensuring a seamless onboarding process. Supervise and support employees through proper training, accountability measures, and performance management, fostering growth and development while building trusted relationships.
  • Manage work assignments and workloads within a matrixed, project-oriented environment.
  • Collaborate with internal and external partners to define, authorize, fund, and prioritize projects.
  • Lead and facilitate project teams, oversee project plans, budgets, resources, communications, change management, and reporting functions.
  • Monitor projects closely to ensure they adhere to timelines and budgets, proactively addressing risks, resolving issues, and managing changes.
  • Prepare comprehensive updates on project progress, risks, issues, and proposed solutions and ensure active involvement, engagement, and alignment of all partners throughout the entire project life cycle.

The ideal candidate will possess the following qualifications:
We're seeking a highly skilled and innovative individual with a proven track record in project management. The ideal candidate will bring expertise in developing and implementing project management strategies aligned with organizational goals. You should have experience managing highly complex and cross-departmental projects, along with the ability to provide expert advice to senior leaders. Your leadership skills will be essential in building a project management culture within CISPE. Additionally, your experience may have been gained through a combination of education and professional experience.
  • Completion of a certificate or other program in project management and/or organizational management.
  • Experience as a Project Manager of high-risk projects and/or complex projects.
  • Experience managing and controlling project budgets of at least $1 million dollars.
  • The following qualification options require that you have the designated years of experience in Project Management managing projects in a wide range of subject areas such as IT, facilities, service delivery, operational support, Government, or organizational change.
    1. Option 1: Bachelor's degree AND Five (5) years of experience.
    2. Option 2: Thirteen (13) or more years of experience.

Preferred Qualifications
  • Master's degree in Business, Health, or Public Administration, Organization Development, or related field
  • Five (5) or more years of experience supervising staff including the management of highly skilled professionals.
  • Experience in managing innovation projects within a large and/or matrixed organization.
  • Proficient in design thinking, rapid prototyping and/or process improvement methodologies
  • Completed Washington State Contracts Certification
  • Project Management Professional (PMP) Certification
  • Other certifications related to Organizational and/or Business Performance including Change Management, Process Improvement, or similar.
  • Proficiency in applying Project Management methodologies, tools, and techniques.
  • Experience leadership in conducting large group facilitations for diverse audiences.
  • Experience in planning, leading, organizing, and overseeing the work carried out by Project Manager team members.
  • Experience in identifying, mitigating, and effectively managing project risks.
  • An understanding of:
    • State and Agency Project Portfolio Management policies, standards, and processes
    • Department of Health programs including systems used, administrative policy and procurement procedures.
    • Federal and state laws, rules, and regulations interpretation and compliance
    • Washington state legislative, budget, and authorizing environment

Location and Flexibility
Homebased - Our approach to work is flexible. You'll primarily work remotely from your home location with an occasional on-site presence at the DOH office in Tumwater, WA. We're extending our reach to include remote applicants from across Washington State, the Oregon/Washington border, and the Idaho/Washington border.
