Job Description
The Senior Program Manager plays a central role in ensuring that Opportunity International utilizes funds from institutional donors, including USAID, public sector agencies, corporations, and foundations according to project requirements, on time, and in compliance with donor regulations. The role will also be responsible for meeting and tracking core outcomes to demonstrate the overall impact of the funds.
ESSENTIAL DUTIES include the following. Others may be assigned.
Grant Management and Reporting
- Plan and monitor project implementation to achieve performance targets outlined by grant objectives,
- Oversee and manage subawards under Opportunity International’s grants and contracts.
- Produce required narrative updates, project deliverables, financial reporting and forecasting, and any other reporting needed as required by each grant or contract.
- Understand key field activities to provide analysis and explanation of partner and program data.
- Remain current on industry standards, trends, and key USAID and other donor regulations through ongoing development.
Compliance
- Manage the due diligence process between Opportunity and donors or grantees.
- Review donor requirements and regulations to ensure alignment with Opportunity’s policies and procedures.
- Ensure all assigned awards have adequate documentation for compliance with each award's deliverables, activities, and spending.
- Monitor compliance of sub-awardees with all relevant donor regulations.
- Support awardee audits or monitoring visits.
- Monitor and document training for project staff, subgrantees, and consultants for compliance with donor requirements.
Business Development
- Contribute to business planning, bid/no bid evaluations, and project design discussions by sharing best practices and lessons learned from project implementation.
- Develop budgets for proposals for finance department approval.
- Participate in developing and reviewing performance indicators and targets to be included in proposals.
QUALIFICATIONS
- Bachelor’s degree required, Master’s degree in Economics, International Relations, International Development or related field preferred.
- Minimum of 5 years of relevant work experience in contract, grant, and project management, emphasizing working with corporate foundations and public sector-funded projects/programs (USAID, USDA, UNCDF, IADB, or similar).
- At least three years of experience managing and coordinating USAID contracts.
- Excellent understanding of FAR, AIDAR, and other USG rules and regulations and experience applying these rules and regulations to manage programs effectively.
- Experience with accounting software, database reporting, and analytical software, preferably including Blackbaud software (Financial Edge NXT and Raiser’s Edge NXT).
- Experience building and managing project budgets.
- Proficiency in Microsoft Office software and ability to quickly develop competency with various cloud-based project management tools such as Box and Smartsheet.
- Excellent analytical skills, attention to detail, and accuracy.
- Strong problem-solving skills and adaptability.
- Strong written communication skills, especially technical writing skills.
- Excellent cross-cultural interpersonal and verbal communication skills.
- Knowledge of international development, finance, or digital innovation is strongly preferred.
- Ability to work independently as well as in a team environment.
- An understanding of and a commitment to advancing the mission and core values of Opportunity International.
LANGUAGE SKILLS
- Fluent in spoken and written English. Proficiency in French or Spanish is a plus.
TRAVEL REQUIREMENTS
- Willing to travel 10-15% of the time (domestic and international).
