Primary Responsibilities

This position is based in Anchorage, Alaska

HDR is seeking a Senior Port Program/Project Manager with a background in Marine infrastructure and development to drive and help deliver a significant port construction program at the Port of Alaska. This individual will be responsible for oversight of multiple staffing disciplines, including:  NEPA and permitting, coordination with the designer of record (DOR), construction contractor procurement processes, specialized design services- coastal engineering, and construction management and permit compliance.  The Program is in the process of finalizing permits and design, and will soon be advancing to significant cargo terminal construction projects, Early phases of construction are currently underway.

The ideal candidate will have construction, design and/or project management experience with heavy industrial and ports and maritime related projects, along with significant construction oversight/administration experience to align with upcoming project phases.  Experience with a variety of project delivery methods should include traditional delivery methods (design-bid-build) and alternative delivery (design-build, CM at Risk, CM for Fee, etc.).  Candidate will serve as a liaison between the client/owner and the environmental/procurement/engineering/construction teams to translate and present technical approaches and scenarios to provide solutions to address project requirements. Candidate will have close contact with those who have been involved in the design process of the project and will be working on a day-to-day basis to ultimately deliver the construction schedule and quality.

 

 

Duties will include:

  •  

    Timely execution of proposal generation and fee estimates using internally established tools and software, implementation of company objectives and periodic participation and input for strategic planning and betterment of the ports and maritime program.

  •  

    Developing and adhering to scopes of services, schedules, providing input regarding project resource needs and staff workload projections, managing budgets, maintaining safety programs, risk management, and overseeing the quality control of deliverables. 

  •  

    Ability to apply a thorough knowledge of current principles and practices in construction and engineering as related to this specialized field, through progressive experience to resolve critical issues and/or unique conditions.
  •   Leveraging port/marine knowledge to partner with our client and subcontractors to address a variety of construction issues relating to utilities, site civil, facilities, marine structures, and environmental permit compliance, as well as schedule, budget and deadlines.

  •  Interaction between multi-discipline staff, clients, management and other permitting and design production staff which will require excellent oral and written communication skills

Required Qualifications

  • Bachelor of Science Degree in Civil or Structural Engineering, Construction Management, or other closely related technical degree.
  • Professional Engineering Registration or related construction accreditations, such as CCM.
  • 10 years of experience involving project/program management, with emphasis on construction engineering or construction management
  • Minimum of 5 years of project management experience
  • Strong demonstrated leadership to professionally lead diverse work teams
  • Demonstrated hands-on experience with MS Word, Excel, file management software, construction scheduling software, and strong evidence of financial management
  • An attitude and commitment to being an active participant of our employee-owned culture is a must
  • Anchorage location (or ability to relocate to Anchorage, AK within 3 months)

Preferred Qualifications

  • 15 + years experience involving project/program management, with emphasis on construction engineering or construction management
  • Education emphasis in construction management or construction engineering
  • Experience in managing port, container terminal, marine infrastructure, dredging and/or waterfront construction projects.

  • Experience from a consultancy/professional services firm or owner's representative
