The Mayor’s Office of Workforce Development (OWD) is an innovative public agency that seeks to promote economic self-sufficiency to ensure the full participation of all Boston residents in the city’s economic vitality and future, seeking to connect residents with job training and employment opportunities and to promote lifelong literacy and educational pathways.
OWD is part of the Economic Development and Industrial Corporation (EDIC), which falls under the combined operating entity of the Boston Planning & Development Agency (BPDA).
About the PowerCorpsBOS Program
The Office of Workforce Development (OWD) and the Environment, Energy & Open Space Cabinet (EEOS) are partnering on launching a new green jobs training program centering opportunity youth / disconnected young people and returning citizens.
Based on the PowerCorpsPHL program launched by the City of Philadelphia in 2013, this learn-and-earn program will engage young adults in transforming their lives through public service and workforce training in green jobs. Through a combination of knowledge, industry training, and community service participants will gain 21st century workforce skills, including teamwork, leadership, conflict resolution, time management, and network building. Program participants and alumni will receive customized support from the program as they pursue their education and career goals.
SUMMARY of RESPONSIBILITIES:
Under the direction of the Director of Data and Operations, the Senior Manager of Recruitment and Policy will be responsible for developing the PowerCorpsBOS services recruitment policies, and strategies and directly manage recruitment activities that promote and enhance PowerCorpsBOS engagement and effectiveness. The Senior Manager of Recruitment and Policy will lead specific projects, ensuring they align with PowerCorpsBOS goals. Assist with communication channels, data-driven strategies, and collaboration with various entities on projects
GENERAL DUTIES AND RESPONSIBILITIES:
The general duties and responsibilities of the position are included in but not limited to the information listed below.
- Works closely with the Director of Data and Operations and senior management to develop a communication strategy on various strategic initiatives to advance PowerCorpsBOS’s position within the community.
- The Executive Director and the Director of Data and Operations will determine which policies to focus on and instruct the Senior Manager of Recruitment and Policy accordingly.
- Develop and implement effective recruitment strategies to attract candidates, focusing on unemployed, underemployed, veterans, women, minorities, and supporters.
- To include communicating information to the public or employees, organizing recruitment outreach campaigns, and coordinating events.
- Develop and execute strategic advocacy plans and other recruitment outreach efforts with internal and external partners.
- The Senior Manager of Recruitment and Policy will work with the Executive Director to determine the overall strategy of specific projects under her/his supervision (e.g., a PR or marketing campaign) ensuring all internal and external communications align tightly with PCBs recruitment strategies.
- Assist the Director of Data and Operation with communication channels and streamline data-driven strategies.
- Work with the Executive Director and staff team for the agency’s newsletters, social media, and other relevant marketing materials.
- Connect with industry associations, research entities, employers, and city agencies for policy planning and implementation.
- Assist in the grant writing process and reports.
- Performs other related duties as required.
KNOWLEDGE AND EXPERIENCE:
- Applicants must possess at least four (4) years of working experience in management and community relations with at least two (5) years in a supervisory capacity.
- Master’s degree in related field, MBA preferred
- Must be a Boston Resident.
- Familiarity with Boston’s neighborhoods is preferred
- Ability to attend evening and weekend events
- Ability to work within and across both internal and external teams.
- Ability to coordinate multiple projects and think strategically.
- Ability to work independently; to show flexibility and adapt to changing priorities.
- Applicant must have the ability to: plan, organize and participate in community outreach events; to analyze, evaluate and prepare and present statistical data; to communicate effectively both orally and in writing
- Experience with marketing databases, email marketing, social media and/or other display advertising platforms.
- Experience identifying target audiences and devising targeted campaigns that engage, inform, and motivate.
- Knowledge of and experience with the principles, techniques and practices of partnership cultivation and stewardship.
- Strong written and oral communication and interpersonal skills
WORK ENVIRONMENT:
Normal office environment. Local travel for site visits and meetings.
