Reference checking methodology developed can be used for regular LSS selection processes of senior leaders. Work Locationremote Expected duration20 working days Duties and Responsibilities1. Background: This project is part of the work of the Leadership Support Section (LSS), in the Office for Coordination and Shared Services in the Departments of Political and Peacebuilding Affairs and Peace Operations. LSS is responsible for monitoring the Senior Leadership landscape, identifying Senior Leadership requirements and potential candidates for Head and Deputy Head of Mission (D/HoM) posts in Peace Operations and Special Political Missions. This includes vacancy management, succession planning, and support in selection processes for Senior Leadership positions within UN field missions. LSS also provides ongoing support to senior leaders in the field. In support of the Secretary-General's pledge to advance gender parity, priority is given to bolstering outreach efforts with a view to expanding the pool of qualified women candidates as well as potential candidates from underrepresented regions for Senior Leadership positions. A key outreach initiative is the Global Call campaign, which will take place from May to June2024, aiming to expand and diversify the pool of potential candidates for Special Representative of the Secretary-General (SRSG), Deputy Special Representative of the Secretary-General (DSRSG), and Envoy positions. Global Call campaigns were previously held in 2017, 2019, and 2021, resulting in more than 700 new profiles being added to the database of potential candidates. Since 2017, 40 Global Call nominees have been appointed to senior level positions in UN field missions. The work of the D/HoMs is widely recognized as one of the most complex, multifaceted and demanding in the United Nations system. D/HoMs face an array of challenges due to the changing nature of conflict, fractious geopolitics and the growing complexity of mission mandates, often in vast, remote areas. They are responsible for implementing increasingly challenging Security Council mandates, providing good offices on behalf of the Secretary-General in peace processes, and fulfilling a managerial role which can include leading large-scale multicultural operations of up to 20,000 personnel (civilian and uniformed personnel), and managing operations with budgets up to US $1 billion a year. D/HoMs also act as the personification of the UN in the country or region in which they serve. It is therefore essential that they be skilled in diplomacy, able to facilitate negotiations and mediate to attain mandated objectives. They must also be emotionally intelligent, humble, a skilled communicator, people development-oriented and a strong manager while also being passionate about and courageous in the pursuit of the promotion, respect and protection of human rights, gender equality and all UN values. Other traits which are considered important include integrity, inclusivity, political acumen, goal-orientation, and willingness to create a positive working environment. The Global Call seeks to identify qualified candidates who possess these skills, competencies, and behaviours. 2. Tasks: An essential part of the Global Call is the screening process. LSS receives hundreds of nominations and individual applications during each campaign period and faces the difficult task of identifying outstanding leaders with the vision, integrity, competencies and capabilities to lead large-scale United Nations peace and political missions on the ground. Furthermore, special consideration must be given for the United Nations' commitment to geographical diversity and gender parity at the most Senior Leadership level of the United Nations, mindful that these senior-most posts are appointments of the Secretary-General and are politically sensitive. LSS aims to uphold an inclusive approach to pool admissions while putting in place methods which allow for a better understanding of pool members and their suitability for specific vacancies. Qualifications/special skillsAdvanced university degree (Master's degree or equivalent) in Human Resources Management, business or public administration, social sciences, education, or in a related field is required. A first-level university degree, with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of seven (7) years of progressively responsible experience in human resources management, administrative services or related area is required. Practical experience with the planning and conducting of recruitment processes for positions in conflict and post-conflict field operations in a United Nations common system organization or similar international organization or non-governmental organization is required. Hands on experience with reference-checking processes and Human Resources guidelines or similar in an international organization or non-governmental organization is desirable.
