Description
Overview:
Performs a variety of highly responsible professional, technical and analytical activities to support the implementation and maintenance of a robust compensation structure that ensures equitable and competitive pay practices.
Examples of Duties
WORK ACTIVITIES:
  • Administers the development, implementation, and administration of compensation programs.
  • Reviews new or revised positions for appropriate classification based on position-specific information and internal equity, determines pay grade and appropriate exemption classification ensuring compliance with the Fair Labor Standards Act (FLSA), and assists with creating and/or modifying job descriptions, reclassification/reorganization analysis, and partners with HR team members to ensure physical requirements of each position are up to date.
  • Ensures job descriptions accurately reflect the work being performed by incumbents including duties, responsibilities, skills required by each, and appropriate overtime eligibility and exemptions.
  • Provides HR related analytical support and data analysis, performs compensation/position related research, and prepares compensation and/or HR related reports which may include exporting/importing data from multiple data sources and/or spreadsheets; and works closely with Payroll and Budget in support of compensation programs and maintaining HR data integrity.
  • In collaboration with HR team members, assists in maintaining the HR systems/databases to ensure position/compensation data accuracy. This will require significant cross-functional partnerships with business partners such as other HR team members, Payroll, Finance, and the Town Manager's Office.
  • Monitors the effectiveness of existing compensation practices and recommends changes that are cost-effective and consistent with compensation trends and Town objectives.
  • Oversees the participation in salary surveys and monitors salary survey data to ensure Town compensation objectives are achieved and uses data analysis techniques to assess results and market trends.
  • Conducts data and cost analyses to be used in management decisions.
  • Performs administrative duties related to positions/employees, including but not limited to maintaining position control data source; generating reports related to employee records, tenure, and separations; completing open records salary/position related requests; conducting external salary surveys; and participating in salary surveys from other cities.
  • Assists with global payroll changes and provides support for compensation planning, administration, and processing.
  • Adheres to departmental, personnel, and safety policies and procedures.
  • Informs supervisor of all work activities.
  • Performs other duties as assigned.

Minimum Qualifications
BASIC QUALIFICATIONS:
  • Bachelor's degree in Human Resources, business administration, public administration, or related field.

WORK EXPERIENCE:
  • Two or more years of progressive Human Resources experience with a focus on compensation or a combination of education and experience are required.

Desired Qualifications
Desired Qualifications:
  • A minimum of one year of municipal personnel work experience is preferred.
  • A Professional Human Resources (PHR) designation is preferred.

KNOWLEDGE / SKILLS / ABILITIES:
  • Must have an extensive working knowledge of Human Resources principles and practices.
  • Intermediate to advanced proficiency in Microsoft Office suite, particularly Excel (i.e., pivot tables/reports, VLOOKUP, complex conditional formulas) and the desire to conduct analysis on data sets and draw conclusions/make recommendations.
  • Excellent analytical skills and ability to conduct independent research and solve complex problems.
  • Excellent organizational skills, including the ability to prioritize projects and meet established or anticipated deadlines. Highly detailed and results oriented with a strong work ethic, sense of urgency and passion for delivering solutions.
  • Proven ability to collaborate and work in a cross functional team environment. Ability to adapt to changing organizational and operational needs.
  • Strong communication and interpersonal skills, to include public presentation; especially demonstrated ability to work with and communicate effectively with all levels of staff and management.
  • Must be able to exercise good judgment; work well under pressure and stress; handle multiple tasks; prioritize and organize work assignments; always maintain a friendly demeanor and maintain confidentiality of confidential matters.
