Under general direction, leads and performs a broad range of complex administrative, analytical and technical duties in support of the City's human resource functions including classification and compensation analysis, employee-employer relations, labor relations, training programs, the interactive process and leave administration, policy development, and implementation, and related functions. Some support on recruitment, selection, onboarding, and benefits administration will also be performed when needed. This position requires knowledge of human resource related policies and procedures and the ability to perform research, management audits and analyses, program analysis and monitoring, cost analysis for negotiations, implement goals and objectives, and provide direction and guidance to employees and department managers in the interpretation and implementation of Human Resources and City policies and procedures.
Receives general direction from the Director of Human Resources and Risk Management or assigned supervisor. May exercise direct and general supervision over assigned staff.
Key Responsibilities
- Assists in the development of goals, objectives, policies and priorities for the Human Resources and Risk Management Department; makes recommendations on the formation of and develops human resource related policies and procedures;
- Assists with the planning, management and oversight of daily functions, operations, and activities of the Human Resources & Risk Management Department, including labor relations, employee-employer relations, recruitment and selection support, job analysis and classification, compensation and benefits administration, and employee training and development.
- Assists with and participates in the development, administration and oversight of the department budget.
- Conducts complex wage, salary and benefit studies, analyses, and surveys for the purpose of compensation administration and bargaining unit negotiations; compiles data and prepares written reports including recommendations for action.
- Develops and standardizes procedures and methods to improve and continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures, including the City's Personnel Rules; identifies opportunities for improvement and recommends to the Director.
- Performs job analyses and classification studies; conducts compensation studies and participates in the development of compensation and benefit strategies; prepares and reviews class specifications.
- Develops and implements new and revised human resource related policies, programs, systems, procedures and methods of operation.
- Assist with and/or conduct internal investigations as assigned.
- May support some risk management functions.
- Coordinates employee development, training, work evaluation and recognition programs; provides training to City employees involving Human Resources issues and current topics; conducts specialized training for key personnel on management techniques and policies and procedures.
- Prepares, reviews, and presents staff reports at City Council meetings, as needed, related to assigned activities and services. May attend City Council meetings at the request of supervisor to support and/or present on Human Resources related items.
- Prepares, assists with or provides oral presentations to employee groups, management and/or City Council, as directed, in assigned areas.
- Participates in labor negotiations on behalf of the City and provides analysis and support in preparation for negotiations.
- Leads and coordinates the Interactive Process on behalf of the City, including all follow up documentation and coordination of meetings.
- Provides highly complex staff assistance to the Director of Human Resources and Risk Management.
- Provides highly complex guidance to employees, supervisors, and managers on city policies, rules, procedures.
- Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to assigned programs, policies, and procedures, as appropriate.
- Develops, coordinates, and implements City-wide recruitment plans when assigned, testing/examination and selection processes which includes: writing and reviewing job and examination announcements; developing or working with third-party vendors to secure written tests; developing performance test and appraisal interviews and various assessment exercises; participating in oral board interviews when needed; ensuring equal employment opportunity for all candidates.
- Supports the discipline process as directed by supervisor.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public agency Human Resources; researches emerging products and enhancements and their applicability to City needs.
- Monitors changes in regulations and technology that may affect operations; participates in and implements systems, technological, policy and procedural changes after approval.
- Receives, investigates, and responds to difficult and sensitive problems and inquiries in a professional manner; identifies and reports findings and recommends necessary corrective action.
- Maintains attendance and punctuality within scheduled hours.
- Performs other duties as assigned.
Minimum Requirements/License or Certificates Required
Experience:
- A valid class C driver's license or the ability to arrange alternate and timely means of transportation in the performance of assigned duties.
