Job description

We are looking for a Senior Construction Project Engineer with experience in project planning, scheduling, and budgeting to support the Santa Rita Jail Program. Position Description:

  • Develop full understanding of the scope and interdependence of all Contract Documents for both Design-Build and Design-Bid-Build Projects.
  • Develop and prepare Scopes of Services for Design Service Agreements and
  • Scopes of work under Construction Agreements
  • Coordinate and facilitate with Program/Project Management Team (PMT), Design Professionals to obtain the Owner’s decisions as necessary during all Program and Project phases
  • In conjunction with PMT, lead selective bid processes during procurement phases and assists Owner and Project Manager in initiating, evaluating, reviewing and recording of bids.
  • Interface with Outreach Coordinator to achieve target mandates in SLEB participation

TASK ORDER FOR CONSULTANT PROJECT ENGINEER SERVICES:

  • Observe and record jobsite activity in accordance with required contractual frequency.
  • Identify and resolve challenges to schedule and cost issues.
  • Manage effective document control mechanisms for the Project to ensure that work is performed in accordance with contract documents.
  • Evaluate change order requests including design changes, specifications and drawing releases and reports status.
  • Review and evaluate submittals of shop drawings, material data, technical information and samples and take appropriate action based upon contract specifications. Assist all Project Managers in identifying and resolving technical issues during submittal phase.
  • In Design-Bid-Build Projects, proactively assist Project Managers with Request For Information (RFI) processing in order to facilitate the timely exchange of information between Design Consultants and Contractors.
  • In Design-Build Projects, monitor the Contractors Submittal and RFI processes to ensure cost and schedule-efficient Project Administration. Monitor the Contractor’s implementation of the Submittal and RFI processes to ensure consistency with the Program to mitigate delays and added costs.
  • Become familiar with all schedules and coordinate resolution of conflicts between Projects. Coordinate with Kitchell Contract Enterprise Management (KCEM) scheduler and Project Managers to discharge this function. Identify and inform PMT with findings.
  • Review and evaluate Contractors’ daily Method of Procedures and assist Project Managers with daily communications with Santa Rita Jail (SRJ) Project Team. Coordinate daily with SRJ Projects.
  • Assist the Project Managers as requested with other activities.
  • Assist the Project Manager in the maintenance of effective cost control mechanisms for the project and prepares project status and cost reports as requested.
  • Participate and or chairs meetings, coordinates agendas and follows up on action items.
  • Utilize safe work practices and follows directives, policies and procedures for assisting and maintaining a healthy and safe work environment.
  • Become familiar with safety requirements of the Project and monitors compliance.
  • Practice effective communication and maintain professional relationships with GSA and SRJ Projects.
  • Participate in all Project Close-Out activities and requirements in accordance with contract documents.
  • Regularly review as-built drawings to ensure Contractors meet their obligations.
  • Ensure confidentiality of KCEM initiatives.

Work Environment & Location

  • Location of Position: Full time onsite in Dublin, CA
  • While discharging the Roles and Responsibilities assigned to this position, the Project Engineer may perform tasks in the construction zones of the Project and will be exposed to ongoing construction and various weather conditions, while wearing required KCEM provided Personal Protective Equipment (PPE) at all times and following all safety requirements established for the jobsite. Project Engineer shall be required to obtain and wear safety boots at all times onsite.
  • The noise level in the work environment may be subjected to considerable noise within the guidelines of Cal OSHA. The Project Engineer is required to wear KCEM-supplied hearing protection as needed.
  • The worker shall be subjected to typical construction environmental conditions due to work activities occurring both building interiors and exteriors.

Working hours

  • The Project Engineer shall be required to work during the working hours established by the PMT. Occasional Overtime work on Saturdays may be required.
