We are looking to add an experienced Senior Business Systems Analyst (BSA)/Financial Analyst (FA) with previous experience supporting Finance Operations workspaces within the federal government to our team.
Responsibilities:
- Work directly with client teams to discover and document business, process, and functional requirements
- Work directly with client teams and recommend improvements (where needed) to existing processes
- Research, determine, and document key business objectives
- Prepare and deliver concise, targeted presentations communicating research and findings to client stakeholders to drive decisions
- Document detailed requirements to enable technical delivery ensuring requirements are decomposed into actionable tasks
- Work with key stakeholders (e.g. – Client business owners and SMEs, partners, project managers, designers, developers, QA team, etc.) to ensure the solution meets all requirements and acceptance criteria
- Review, identify, and analyze business needs and new requirements as part of an Agile, iterative process. Work with the project manager and other team members to assess the level of effort, and plan the sprint based on customer priority
- Perform data analysis or use business intelligence to support client business decisions
- Prepare, develop, write, review, and/or edit financial reports in support of business operations
- Complete Quality Control and Independent Verification and Validation (IV&V) reviews of budgetary reports
Requirements:
Education/Experience:
- BA/BS (or equivalent) degree (Required)
- Financial, Budget experience; specifically in the area of financial reporting to Executive Agencies, including Congress and OMB Financial Analysis: 4 years (Required)
- Government Agency: 4 years (Preferred)
Required:
- Experience performing Quality Control reviews and Independent Verification and Validation (IV&V) of deliverables
- Database design, development, and enhancement experience
- Proven ability to collaborate effectively with stakeholders to ensure requirements are defined and captured
- Effective communication, organization, and time management skills
- Excellent problem solving, critical thinking, and communication skills
- Ability to create, assemble and deliver client-ready documentation, deliverables, and executive-level presentations
- Proven experience in data analytics or business intelligence in support of budgetary functions
- Background in business process improvement and documentation specific to overall fiscal management (budget formulation/execution/integration and financial management) processes
- Ability to prepare, develop, write, and edit financial reports with narrative content and tables, illustrations, graphs, and diagrams to improve understanding, clarity, and audience engagement
- Current holder of, or ability to obtain, DHS Fitness Determination
- Demonstrated advanced proficiency in Excel
- Experience working with Microsoft Word, Excel, PowerPoint, Teams, and Visio
- Working knowledge of Zoom, Teams, Google Hangouts, and other screen sharing applications
- Familiarity with Agile SCRUM methodology
- Proven ability to work independently
Preferred:
- Prior experience supporting process re-engineering/Black belt level efforts
- Prior experience supporting process auditing against existing policy and procedures
- Prior experience documenting and formatting product development deliverables (e.g. – User guides, slick sheets, training documentation, reports, and presentations)
- Current holder of, or ability to obtain, DHS Fitness Determination
- Financial, Budget experience; specifically in the area of financial reporting to Executive Agencies, including Congress and OMB Financial Analysis: 4 years (Required)
