Job description

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Strategy, Planning, Resources and Effectiveness Division formulates corporate strategies aligned to the corporate objectives, promote transparent budget planning of resources from all funding sources in line with the organization’s priorities and advocates fiduciary integrity by ensuring that internal controls and risk management are fully in place.  The Division monitors and reports on corporate programmes and budget implementation to ensure coherent achievement of results in keeping with the UN Women Strategic Plan and United Nations Strategic Framework. The Division also ensures coherent and integrated strategic analysis, planning and budgeting across UN Women while providing advice to senior management.  The Budget Unit is responsible for the budget management, fund allocation and performance monitoring in accordance with established operational procedures, establishment and management of projects and outputs in the system, support and improve budget management as required.

As a result, an experienced Budget Consultant is required to contribute to efforts to support components of Allocation Management, Payroll Management, and Policy, Procedure and Guidance Framework, with a specific focus on bringing to surface the impact of launching the new ERP System (Quantum) in 2023 and its impact on the workload and the changes needed to policies and guidelines due to this implementation. This is to ensure that the Budget Unit’s processes, policies, and guidelines are aligned to meet the entity’s needs and to achieve the maximum efficiency.

Under the direct guidance and supervision of the Chief of Budget, the Budget Consultant shall assist in the articulation and promulgation of the Budget’s PPG Policy Framework and shall provide advice for PPG needs analysis and development, shall undertakes a review of specific documents, supporting the coordination with content owners to ensure PPGs are adequate, up-to-date, and fully responsive to UN Women’s operating context.  In addition, The Budget Consultant shall support the Payroll Management, review the processes in relation to the Payroll Management to ensure elimination of unnecessary steps with the aim to elevate the overall performance and reduce payroll errors.  The Budget Consultant is expected to support the Chief of Budget with other tasks as needed. 

Description of Responsibilities /Scope of Work

Responsibilities of Consultants:

Articulate and promulgate the Budget’s PPG Policy Framework

  • Conduct comprehensive reviews of budgetary policies, procedures, and Guidance documents (PPGs) to ensure adherence to the established framework. Evaluate documents for alignment with relevant risks, organizational needs, and clarity of roles and responsibilities.
  • Perform initial quality assurance assessments for complex budgetary policies and procedures. Identify key areas of concern and provide recommendations to senior management.
  • Collaborate closely with designated content owners to structure, describe, and revise budgetary PPGs, ensuring clarity and conciseness. Offer technical expertise and advisory support to facilitate the development and implementation of policies in accordance with the PPG Policy and Procedural framework.
  • Assist content owners in creating documents that meet policy writing standards, including document hierarchy, language usage, and formatting. Ensure consistent use of agreed-upon definitions and optimize information presentation for reader comprehension.
  • Support the Budget Management Unit in coordinating with business process owners to harmonize policies and procedures with interdependencies. Provide guidance on change management requirements for newly created or revised PPGs.
  • Collaborate with the Internal Policy Management Team to map budgetary processes for visual classification on the PPG intranet portal, enhancing accessibility and usability for stakeholders.

    Deliverables:

    1. Quality review of assigned PPGs, ensuring timeliness and adherence to the work plan
    2. Comprehensive review of policy standards, including identification of supplementary documents for existing PPGs
    3. Consultations completed with internal stakeholders for specific PPGs undergoing quality assurance.
    4. Active participation in policy analysis, design, and implementation, providing improvement recommendations.

      Support the Payroll Management.

      • Review the processes in relation to the Payroll Management to ensure elimination of unnecessary steps with the aim to elevate the overall performance and reduce payroll errors.
      • Evaluate the additional workload resulted from the implementation of the new ERP System (Quantum);
      • Recommend the necessary changes in the existing cycle and communications that would lead to a simplified process and easy to follow guidance. 

        Deliverables:

        1. Comprehensive review of the current payroll processes and the processes in the old ERP System (Atlas); 
        2. Thorough analysis of the workload resulting form the new ERP system and recommend / confirm the required capacities and resources to manage the process.
        3. Active participation in the awareness and refresh sessions on the payroll and position management.

          Consultant’s Workplace and Official Travel

          This is an office-based consultancy. The assignment requires partial presence (at least twice a week) and at this stage no travel is envisaged.

              Functional Competencies:

                Education:

                • Master`s degree or equivalent in finance, administration, accounting, economics, business management or other related field is required.
                • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

                  Experience:

                  • Minimum 15 years of relevant experience in financial planning, budget management, and operations, at least (10) years in a large international and/or corporate organization preferably in the UN system and its organizations is required.
                  • Experience using modern ERP financial systems such as Oracle and web-based management systems is required.
                  • Experience in the development of policies, policy frameworks, procedures, and Guidance documents is required.
                  • Experience of working with cross-functional teams to achieve common organizational objectives is required.
                  • Experience with the use of technology and in the use of MS Office products, including Outlook, Word, Excel, and PowerPoint is required.

                    Languages:

                    Fluency in English is required. Knowledge of another official UN language is considered an asset.
