The Fiscal Services Division is responsible for developing, planning and monitoring the SCA's Operating Budget, creating and monitoring project budgets for all projects, preparation of year-end financial reports and management of banking relationships as well as processing all payments. Fiscal Services also provides financial reports to OMB which are used to support City bond sales and submits project data to the State Education Department that allows NYC to receive building aid funding.
Job Description Summary
The Senior Management Specialist reports to a designated Director or Senior Director and is responsible for conducting and coordinating management, operational, and financial analyses.

Responsibilities include:
General Responsibilities:
- Prepare formal analytical reports for Senior Management (e.g. sophisticated analyses of vendor information, scheduling data, financial analyses, metrics, and information for management and regulatory reports).
- Participate in recommending to Senior Management changes to and/or new policies and procedures affecting all aspects of departmental operations.
- Assist Senior Management with the implementation of recommendations.
- Develop methodologies and analytical models to study and assess issues from a systems perspective.
- Coordinate departmental and/or Authority-wide special projects.
- Perform specific duties based on assignment to a department, division, or unit within the SCA.
- Performs related duties, as assigned.
Core Responsibilities:
- Develop, analyze, and monitor Operating Budgets.
- Create, adjust and allocate the budget across the various divisions in the financial system.
- Extracts, monitors, and analyzes financial information using computerized financial systems/financial reporting software, and generates reports.
- Perform analysis of financial data.
- Prepare financial reports on an as needed basis. Develop methodology, analytical models, prepare analysis and reports in an accurate, timely and clear presentation format.
- Monitor funding status, source and use of funds Authority wide.
- Prepare forecast analysis on expenditure trends and analyze areas where budget increases or decreases are needed.
- Reconcile various reports across different systems and ensure accuracy and completeness.
- Interacts with other NYCSCA departments, divisions, and units, and external parties regarding issues related to the Operating Budget.
Minimum Qualifications
Baccalaureate degree plus three (3) years of full-time experience in consulting, design and implementation of management reports, or operations, financial, and/or management analysis, including relevant computer skills; or a satisfactory combination of education and experience.
Preference: Degree in Accounting or Finance preferred.
Weighted consideration will be given to candidates with:
- A thorough understanding of developing, analyzing, and monitoring of operating and/or capital budgets.
- An MBA/MPA.
- Oracle Financials, Oracle Planning/Essbase or PBCS or designing Oracle Financial Reports experience
- Strong Excel and reporting skills.
