The Sonoma County Public Infrastructure (SoCoPi) Department leads the way to a safe and sustainable community by planning, building, managing, and maintaining Sonoma County's investment in quality services and infrastructure. Their Airport Division operates the Charles M. Schulz - Sonoma County Airport (STS), the only local commercial service airport that offers air service directly into the North Bay region. Supporting up to 21 flights per day, STS has facilities for airline passenger services, cargo, private and corporate flights, recreational aircraft, law enforcement, emergency medical service, search and rescue, firefighting aircraft, and pilot training.
As the Division's Senior Airport Operations Specialist (Sr. AOS) you will be responsible for the day-to-day operations, maintenance, and security of the Sonoma County Airport. Reporting to the Airport Operations Supervisor, you will provide lead direction and training to AOS and Airport Maintenance Workers and perform a wide variety of duties that include:
  • Assigning, monitoring, and implementing training and providing guidance on security and safety operations
  • Scheduling and prioritizing daily work assignments to cover all required duties and shifts
  • Ensuring assignments are completed accurately and in compliance with applicable Federal and State regulations and Airport ordinances including Federal Aviation Regulation (FAR) Part 139 and Transportation Security Administration (TSA) Part 1542, department policies, and other operational requirements
  • Writing, maintaining, and reviewing a variety of reports, records, and logs to ensure all record-keeping is accurate, thorough, and timely
  • Providing crash/fire/rescue response support that includes performing aircraft firefighting and rescue; performing emergency first aid, CPR, and use of a defibrillator as needed; controlling hazardous materials; and coordinating with other agencies
  • Taking wildlife mitigation measures as necessary to maintain safe aircraft operation

Additionally, while not required, highly desired training and certifications include Movement Area Driver's credentials; annual FAR Part 139 ARFF training; FEMA Incident Command System (ICS) 100, 200, 300, 700; and Airport Council International (ACI) or Association of Airport Executives (AAAE) certifications.
Please note: Within the first six months of employment, incumbents must successfully complete airport-specific training including Aircraft Rescue and Firefighting (ARFF), Live Fire, and Emergency First Aide including cardiopulmonary resuscitation (CPR) and Automatic External Defibrillator (AED) training. Incumbents are required to maintain these certifications while in the position.
Also, the responsibilities of the position require incumbents to be available for daily and after-hours emergency response and be on standby as needed; and a willingness to work an irregular schedule that includes shift work, weekends, and holidays and work in all weather conditions, including rain, cold, and heat, and next to fumes, dust, and in proximity to other air contaminants which may cause eye and skin irritation. The nature of the work also requires incumbents to drive a motorized vehicle. Under the Federal Department of Transportation (DOT) regulations, incumbents are subject to random drug testing if they operate vehicles and/or equipment which require DOT testing.
This recruitment is being conducted to fill a Senior Airport Operations Specialist position in SoCoPi, formerly the Transportation and Public Works Department. This employment list may also be used to fill future full-time, part-time, or extra-help (temporary) positions as they occur during the active status of the list. Minimum Qualifications

Education and Experience: Any combination of education, training, and work experience which would provide opportunity to acquire the knowledge and abilities listed. Normally, two years of experience that involved operations and maintenance at a comparably sized airport facility, including one year of experience in airport security would provide such opportunity. Lead or supervisory experience in airport facilities maintenance is desirable.
License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.
Certifications: Within the first six months of employment, incumbents must have successfully completed Airport Specific training, Aircraft Rescue and Firefighting Training (ARFF), Emergency First Aide Training including CPR and Defibrillator Training and Live Fire Training. Incumbents shall be required to maintain certifications while in the position. Certification as an American Association of Airport Executives (AAAE) Airport Certified Employee (ACE) and completion of Basic Airport Safety and Operations Specialist (ASOS) School is highly desirable.
Additional Requirements: Incumbents will be required to undergo additional TSA Background and/or Criminal History Checks as determined by County, State, and Federal Regulations.

Knowledge, Skills, and Abilities

Considerable knowledge of: theory, care, and operation of internal combustion engines and mechanical components for the maintenance and repair of small engines, tractors, light trucks, and rescue equipment.
Working knowledge of: principles and techniques of leadership, training, and staff development; Federal, State, and County rules and regulations regarding Airport operations and passenger terminal support activities; methods, hazards, and safety regulations related to Airport operations; Airport grounds maintenance operations and control; customer service techniques including conflict resolution; proper methods for lifting and carrying heavy or awkward loads; building maintenance and custodial methods, materials and equipment; practical gardening and grounds-keeping methods and equipment; safe and correct operation and preventive maintenance of heavy and light equipment, machines and power tools utilized at the airport; fire prevention and firefighting techniques; basic keyboard and computer use; basic recordkeeping practices and principles; laws, rules, regulations, policies, and procedures as they apply to Airport responsibilities.
Ability to: prioritize work, coordinate activities, and meet critical deadlines; train and monitor work crew; perform heavy physical labor routinely, and under stressful conditions in critical life and death situations; perform mathematical measurements and related calculations; apply Federal, State, and County parameters regarding Airport operations and passenger terminal support activities; identify and correct unsafe conditions and/or violations of FAA and Airport rules and regulations; operate current technological devices and communications equipment including radios, telephones, computers, and other tools; read, write, and speak English at a level necessary for satisfactory job performance; organize and maintain accurate files, records, and logs; read and interpret information from charts, reports, graphs, tables, plans, and maps; safely operate a variety of Airport vehicles, automobiles, and trucks; interact effectively and diplomatically with subordinate staff, FAA personnel, other County staff, contractors, Airport tenants, users, and the general public; work safely under hazardous or emergency conditions; effectively carry out oral and written instructions; work an irregular schedule, including shift work, weekends, and holidays.
