Security Assistance Specialist and Security Cooperation Desk Officer in support of the Security Cooperation Integration and Exports Directorate of DASA DE&C. Serves as the Army staff officer responsible for the implementation of Army and DoD security cooperation (SC) and Security Assistance (SA) objectives and activities within your assigned country portfolio of foreign partners and allies. Responsible for the oversight, management, and execution of all facets of Army SC and SA program efforts and objectives with assigned countries, including Foreign Military Sales (FMS), foreign disclosure, technology transfer, and defense exports. Review all FMS cases within respective country portfolio for accuracy, appropriateness of sale, level of disclosure, and long-term supportability. Coordinate with other Army Staff elements, the Defense Security Cooperation Agency (DCSA), the Defense Technology Security Administration (DTSA), the Joint Staff, Geographic Combatant Commands, OSD Policy, and the Depart of State (DoS) as required on all aspects of the FMS program within assigned portfolio of countries.
Responsibilities:
Work closely with the Army's FMS implementing agencies, Army Program Executive Offices (PEOs), Army Life Cycle Management Commands, and the Army Contracting Command to provide guidance and direction on those FMS cases that require HQDA review and coordination. Assess and understand foreign partner military requirements, as well as U.S. security cooperation policy objectives, in order to best advise the Army Security Assistance enterprise on the way ahead. Prepare and staff all FMS related waivers, transfers, notifications, and staff actions at Army-level for assigned country portfolio. Prepare weekly status reports and input for DASA DE&C staff meetings. Be prepared to provide detailed updates to leadership on the status of all major actions in your portfolio (waiver requests, congressional notifications, third party transfers, diversion requests, etc.). Represent DASA DE&C at high-level U.S. and foreign partner engagements and meetings as required.
Manage the armaments cooperation portfolio for assigned countries. This results in the establishment or extension of multiple Data Exchange Annexes (DEAs). This program results in leveraging foreign technology and skill/expertise and helps build partnership/coalition capacity and leads to enhancing interoperability. Provide guidance and examples to submitters for DEA packages. Review (revise if needed), coordinate, and staff proposed DEAs and DEA extensions. Ensure translations or certifications are completed regarding documents if required.
Track (multilateral and bilateral) Memoranda of Understanding (MOUs), Project Agreements (PAs) and Senior Cooperation Forum-Army (SCF-A) actions.
Coordinate and execute SCF-A meetings for assigned countries which results in increased collaboration. Includes drafting agendas, negotiating agenda topics, pursue choosing theme and location to benefit the U.S.
Must be local to the Washington, D.C. area
Must possess a current Security Clearance (Secret level)
Must possess a 4-year degree and a minimum of four (4) years of experience in international affairs and/or national security policy
Must be knowledgeable of the Foreign Military Sales (FMS) process
Shall have the ability to write and develop policy, capable of intensive research that results in technical writing
Have knowledge of Security Assistance policies and laws, and be familiar with export controls and technology transfer
The requirement of a Bachelor's degree may be waived if the individual has had at least ten (10) years of applied Security Assistance experience while serving as a uniformed member of the armed services or a US government employee.
